Job Description:
This position is part of the Office of Federal Energy Management Programs, Department of Energy. As a Management and Program Analyst, you will serve as an analyst and/or advisor to senior program officials with responsibility for analyzing and evaluating a major mission-critical program and its operations.
BASIC REQUIREMENT: SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) in the Federal service. Specialized experience for this position is defined as meeting ALL of the following: Prepare briefings and presentations to management on energy conservation technologies. Manage budgetary aspects of program to include financial planning, expenditure oversight, and resource allocation to achieve program goals. AND Evaluate the effectiveness and efficiency of complex programs to develop comprehensive findings to recommend to senior-level management. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. As a Management and Program Analyst, you will: Maintain data/information systems for program management and reporting. Interpret policies, regulations, and procedures to determine their operational impact. Develop operational and analytical methods to achieve program objectives. Provide guidance on problem resolution and provide recommendations to management. Serve as the Program Manager for the AFFECT program. Resolve issues related to project scope and budget, and manage operational plans with various internal and external stakeholders.
