To qualify for a Program Analyst your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Establishing and maintaining robust governance frameworks for DLA's supply chain, promoting transparency, accountability, and informed decision-making across all stakeholder groups. Developing and implementing policies that reinforce governance within DLA, emphasizing alignment with DLA's strategic objectives and promoting responsible stewardship of resources. Enhancing the governance structure for DLA's strategic planning process by ensuring seamless integration with relevant DoD directives and policies. Reinforcing data-driven decision-making within DLA's governance frameworks by leveraging analytical capabilities to identify areas for improvement and inform recommendations to leadership. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Serve as a Program Management Analyst and Strategic Integrator within DLA Transformation (DT) and seamlessly collaborates across lines of businesses at the Action Officer and Senior Leader levels.
Develop policy and implement Governance program processes and key strategic decisions into the Agency Strategic Plan as directed by the DLA Director.
Lead planning teams in cross-cutting initiatives in strategy implementation of high visibility programs and projects across the Agency, building partnerships with internal and external stakeholders across the Department.
Lead, manage, and report all KPI metrics aligned to the ASP for all cross-functional coordination across the Agency and the Department.
Establishes appropriate focus sub-groups, designed to address specific issues associated with program implementation.
Develop specific plans for implementing approved strategic program recommendations as required.
Formulate draft policies, procedures, and internal controls for strategic decisions impacting DLA Agency activities regarding Governance as needed.
