Job Description:

This position is in the Gulf Coast Ecosystem Restoration Council (RESTORE Council or Council), Office of Ecosystem Restoration Programs. The Ecosystem Restoration Programs Director provides senior level leadership and supervisory support to Chief Operating Officer in managing the Council's $3 billion plus Council-Selected Restoration and Spill Impact Programs.
You must meet the following requirements within 30 days of the closing date of this announcement. Individual Occupational Requirements: Basic Requirements: Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. Specialized Experience: For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes: Developing, maintaining, and advancing a science guided approach to regional ecosystem restoration; AND Managing ecosystem restoration programs; AND Communicating technical scientific ecosystem restoration information to non-technical audiences; AND Facilitating decision-making within diverse groups to achieve a common balance. In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14, you must have been at the GS-13 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a nontemporary competitive appointment must have served at least three months in that appointment.
As an Ecosystem Restoration Programs Director, you will: Lead Program staff in providing programmatic support to Council funding decisions. Maintain responsibility over the drafting of the RESTORE Council Comprehensive Plan commitments, including implementing a regional ecosystem-based approach to restoration, leveraging resources and partnerships, overseeing science-based decision-making, delivering results, and measuring impacts. Respond to inquiries from the eleven (11) Council members related to Gulf-wide ecosystem restoration planning and implementation, environmental compliance of funded projects, and related policies. Play a key role in maintaining and advancing a science-guided approach to regional ecosystem restoration within the Gulf of America in adherence with all applicable statutory and regulatory requirements.
