This position is located at Fort Riley, KS. Child and Youth Services (CYS) Employee Childcare Fee: *CYS Regular and FLEX employees (working a minimum of 15 hours) First Child: 100% childcare fee discount (all CYS employees) Second and Subsequent Child: 25%% childcare fee discount (all CYS employees) Incentives and Bonuses Incentive will not be paid.

A qualified candidate must possess the following: (Qual 1) Successful completion of an undergraduate Degree that included or was supplemented by major study (at least 24 semester hours) in the fields appropriate to the position consistent with: For positions in Child Development Facilities: The education must have been in child development, early childhood education, home economics (early childhood emphasis), elementary education, special education or other fields appropriate to the position to be filled such as related behavioral science. OR (Qual 2) A combination of education and experience - courses equivalent to a major in a subject matter field (24 semester hours) appropriate to the position (see above), plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the four-year course of study described above. In addition to the basic requirements stated above (Qual 1 OR Qual 2) candidate must possess the following: 1. 24 months of professional experience in managing a child or youth facility is required. This experience must be equivalent in difficulty and complexity to the next lower level to include the following: 2. Demonstrated experience in managing an entire cycle of operation of a CYS facility to include budgeting, facility management, supply management, program development, implementation, selection, training and supervision of personnel and curriculum oversight. 3. The ability to plan and organize work, analyze problems to identify significant factors, gather pertinent data and recognize solutions. 4. Comprehensive oral and communications skills and analytical writing skills. 5. Ability to present ideas and proposals to a variety of audiences. In addition to the above qualifications, candidates who possess the following qualifications will be considered "Highly Preferred" or "Best Qualified": Applicant must possess a minimum of 24 months of CYS Management experience, as well as knowledge and experience with the National Association for the Education of Young Children or Council of Accreditation process.
Achieve and maintain quality standards to include national accreditation. Develops on-going time-lines to ensure program practices support Army CYS and national accreditation standards.
Ensure that all children/youth are supervised closely at all times to reduce the potential for child abuse, provide accountability for the number of children and staff in each classroom, and reduce the risk of safety incidents with children/youth
Oversee yearly budget and month to month execution of CYS funding in relation to execution of available funds or reduction in spending based on program priorities.
Establishes and maintains an active program of parental involvement, providing parent education opportunities and encouraging parent observation and participation. Ensures Accurate prompt customer service.
Works cooperatively with other CYS Managers to ensure seamless service and continuity of quality options for all children and youth. Serves as member of the CYS Program Plan Team to develop written strategies for program improvement.
