Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, U.S. Border Patrol Headquarters, Strategic Planning and Analysis Directorate. Location is negotiable after selection. Selectee must be within 50 miles of a CBP facility. Additional selections may be made to include other organizational divisions and/or units within the duty location(s) listed above.
Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Evaluating programs against new and changing regulations, legislation, and policy for required program changes, ensuring that USBP programs remain compliant; Ensuring that the system for addressing employee-related issues is streamlined and continuously moving; Identifying and addressing impediments to the proper and timely resolution of employee issues; Developing detailed project plans, timelines, and resource allocations for initiatives. In this position, you will manage and direct the development process from ideation to full deployment to the field and determine capability strategies to move programs from idea to full deployment. You will be required to apply a wide range of administrative laws, policies, practices, and analytic and diagnostic methods and techniques to address technical issues and problems. This work is fundamental to enhancing the effectiveness, fairness, and strategic alignment of employee accountability and disciplinary processes within USBP to foster a more professional, ethical, and high-performing workforce. This position starts at a salary of $142,488.00 (GS-14, Step 1) to $185,234.00 (GS-14, Step 10). As a Program Manager, you will be responsible for providing critical support for case management and oversight. Typical duties will include: Serving as a technical authority and expert on USBP policies concerning employee accountability, directly contributing to the development and implementation of these policies from a program management perspective, ensuring effective case management and oversight. Developing schedules and performance milestones for programs related to employee accountability and disciplinary case management, and coordinating the appropriate support requirements, ensuring alignment with organizational policies and legal frameworks. Identifying and developing capabilities and adapting them to meet USBP mission needs, specifically related to employee conduct and accountability with a focus on improving case management processes and oversight mechanisms through policy and program development. Educating staff, both in the field and at headquarters, on circumstances that necessitate action, guaranteeing they understand their duties and responsibilities under USBP regulations and federal law when it comes to employee actions.
