About the Position: This is a Contract Specialist, GS-1102-12 position for the U.S. Army Corps of Engineers Tulsa District and located in Tulsa, OK.

BASIC EDUCATION Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. SPECIALIZED EXPERIENCE In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: One year of specialized experience which includes 1) Performing pre-award or post award functions including price cost analysis or negotiations; AND 2) Administering contracts for maintenance or construction. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
Serve as a senior Contract with responsibility for pre-award and post-award contracting functions for a variety of the more complex supply, service, and construction requirements for several activities within a geographical area.
Analyzes procurement directives to determine method of contact (sealed big/negotiated) most suitable contract type (utilities, FFP, CPAF, CPIF, CPFF, FPI, indefinite delivery, letter and requirements).
Prepares solicitation/amendment documents, incorporating provisions such as cost accounting standards, cost or pricing data, special testing requirements, Government-furnished property, and payment provisions as required.
Manages assigned contracts to ensure timely receipt of all contractual data specified.
