Job Description:

This position is in the Construction and Maintenance Services (TFH) organization of Transmission Field Services (TF), Transmission Services (T), Bonneville Power Administration (BPA). A successful candidate in the Construction and Maintenance Services Manager position will serve as a member of the TF management team with responsibility for planning, managing, and leading programs, systems, and work processes; and developing, implementing and evaluating programs and policies of the organization.
Qualifications: SPECIALIZED EXPERIENCE REQUIREMENTS A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-14 in the Federal service. Specialized experience is defined as experience in managing a team or serve as a technical expert in (1) planning and managing electrical power system equipment (maintenance or construction), facilities, and services, programs or projects, requiring bringing many resources together in a specific sequence and at a specific time across workgroups in multiple trades and organizational units; and (2) managing a program work plan subject to frequent, substantial, and unexpected changes, such as major equipment failures, modifications, or replacement programs for multiple facilities. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. As a Construction and Maintenance Services Manager, you will: Determines goals for the organization, independently of or jointly with higher management. Assures implementation by subordinates and others of the goals and objectives for the program segments and functions for which the group is responsible. Exercises delegated managerial authority to set a series of annual and longer-range work plans and schedules for in-service and contracted work, independently of or jointly with higher management. Sets policy for the organization in such areas as determining program emphases and operating guidelines. Coordinates program efforts with other internal activities or with the activities of other agencies. Plans work to be accomplished by subordinates, sets and adjusts priorities, and prepares schedules for completion of work. Creates and maintains a cost-consciousness, market-driven, and results-oriented atmosphere that is characterized by innovation, customer focus, continuous improvement, and competitive orientation. Identifies developmental and training needs of employees and provides or arranges for needed development and training.
