About the Position: You will serve as Project Manager for the Programs and Project Management Division (PPMD), the District Office is located in downtown Little Rock. This is a developmental position which can be filled at the GS-11 or GS-12 level. Promotion is at management's discretion.

GS-11 Specialized Experience: one year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes at least 2 out of 3 following duties: 1) managing facilities related to projects to include funds allocations OR 2) participates in district decision making affecting long & short range courses of action OR 3) allocate project funds for district projects. OR Completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. (Note: You must attach a copy of your transcripts.) OR Have the specialized experience but less than one year; and I have at least two years of graduate education but less than the required three years. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). GS-12 Specialized Experience: one year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes at least 2 out of 3 following duties: 1) integrating customer project requirements into a comprehensive management plan OR 2) monitoring project progress to ensure agreed upon schedules are met OR 3) implement decisions related to guidance, laws, regulations, and policy in the development of projects. Responsible for managing the efficient and effective coordination and accomplishment of the planning, scoping, development, design, construction, project management, and direction of initial outfitting equipment and furniture for facilities
Responsible for the overall management, control, coordination and execution of assigned projects.
Negotiates and integrates all district functions (i.e., planning, design, cost engineering, construction, real estate, contracting, etc.) in support of assigned project into a comprehensive management plan.
Coordinates the planning, design, cost engineering, construction, and environmental restoration, etc. for engineering and IOT projects of substantial scope and complexity.
Allocates project funds to district elements, consistent with progress attained, and measures and monitors performance to assure commitments of all parties are being maintained.
Manages project contingency funds to ensure efficient and effective utilization.
