Master¿s Degree in Education, Counseling, Human Resources, or a related field is preferred. Bachelor¿s Degree in Education, Counseling, Human Services, or a related field. A minimum of three years of experience in, or related to, Human Resources, career planning, career coaching, or career services. If providing career coaching, obtain and maintain, within 2 years of employment, the Certified Career Services Provider (CCSP) credential, through the National Career Development Association. Experience in training and adult education with knowledge of technological training techniques and adult learning theories. Knowledge of theories, methods, and practices in education and training counseling, needs assessments, interviewing, career coaching, and reviewing and writing resumes (federal and private sector). Knowledge of civilian sector and federal employment application and hiring procedures. Knowledge of Department of Labor and Veterans¿ Affairs benefits, employment services, and related legislation. An operating knowledge of/experience with the Internet, Microsoft Office programs, including SharePoint, job search and career guidance software. Ability to communicate effectively orally and in writing to include participation at official briefings, professional conferences, and training workshops. Must be willing to travel on and off base; be physically capable to stand for prolonged periods and walk, climb stairs; do medium lifting and bending, and set up facilities for events.
Serves as the Family Member Employment Assistance Program (FMEAP) Specialist in the Personal & Professional Development Programs (P&PD), Marine & Family Programs Division. The incumbent will be the principal resource person responsible for providing comprehensive employment assistance services and for identifying job openings and self-employment opportunities for military family members. Provides military family members with one-on-one career coaching and employment counseling. Develops and facilitates related workshops, coordinates career fairs and employer recruitments, and performs employer outreach. Advises on career, volunteer, occupational, and educational goals. Supports and educates clients on the use of career tools and assessments and interprets results of assessments. Assists in building an effective marketing campaign for employment and education events and FMEAP services. Develops and facilitates workshop curriculum specifically targeting military family members. Ensures materials and information is updated and maintained with current resources. Establishes and maintains continuous relationships with corporate and private industry personnel, small business agencies, and local chambers of commerce, economic development council, state employment services, universities, and private employment agencies to develop a database of employment opportunities for family members. Provide information and referrals for credential reimbursement through My Career Advancement Account (MyCAA), Spouse Relicensing Reimbursement Program, DoD Military Spouse Preference, Military Spouse Employment Partnership (MSEP), and Military OneSource. Interprets and administers all applicable Marine Corps Orders, Department of Navy and DOD Instructions. Maintains Standard Operating Procedures (SOP) to ensure accountabilities for all FMEAP requirements. Document, maintain, and submit FMEAP program usage data in accordance with reporting requirements as directed by HQMC. This is a white-collar position where occasional lifting up to 20 lbs may be required.
