The FRTIB is looking for a highly qualified and motivated individual to serve as an Chief Privacy Officer. This Job Opportunity Announcement (JOA) may be used to fill other Chief Privacy Officer, GS-0905-15 positions within the FRTIB in the same geographical location with the same qualifications and specialized experience.
To qualify for this position applicants must meet the education requirement, professional certification, and specialized experience requirement as described below. Education Requirement Possess a law degree (LL.B or J.D.) and be a graduate from a full course of study in a school of Law accredited by the American Bar Association, or equivalent training. Equivalent training is that training permitted in some states in lieu of attendance at a law school. To be acceptable, this training must be of the kind and nature required by the state in which the bar exam is taken or is to be taken; and Professional Certification Be a member in good standing of the bar of the state, territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico; and Specialized Experience To qualify for this position, applicants must have at least four years of professional legal experience post bar admission. This experience must include legal work involving three or more of the following areas: Interpreting and applying federal privacy laws and regulations (e.g., Privacy Act, FISMA, E-Government Act). Advising clients or senior leadership on privacy-related legal matters, including data protection and information disclosure. Managing or supporting privacy compliance programs or initiatives. Drafting or reviewing policies, procedures, or regulations to ensure legal compliance with privacy standards. Participating in strategic planning, governance, or oversight related to privacy or data use. *Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Leading the Agency's privacy program, ensuring personal data is protected and federal privacy laws are followed across all operations.
Supervising a team of privacy attorneys and FOIA professionals in carrying out the mission and purpose of the Agency’s Privacy and FOIA programs.
Drafting and reviewing agency policies and regulations to ensure they meet legal privacy standards and best practices.
Collaborating with executives, vendors, and interagency teams to identify privacy risks and shape strategic decisions.
Overseeing privacy training and responding to questions from staff, the public, and stakeholders about privacy rights and procedures.
Conducting and overseeing Privacy Impact Assessments (PIAs) and System of Records Notices (SORNs) to evaluate and mitigate privacy risks in new or modified programs and systems.
Leading breach response activities, including breach notification and mitigation strategies in coordination with cybersecurity and legal teams.
Leading the Agency’s Freedom of Information Act (FOIA) program.
Providing legal guidance to senior leaders on privacy, data protection, and public information requests.
