About the Position: This is a Program Analyst, GS-0343-07/09/11 position for the U.S. Army Corps of Engineers (USACE) Southwestern Division, Tulsa District, Programs & Project Management Division This is a developmental position which can be filled at the GS-07, GS-09, or GS-11 level. Promotion is at management's discretion.

SPECIALIZED EXPERIENCE: GS-07: Have one year of specialized experience equivalent to the GS-05 grade level in the Federal service which includes 1) researching or analyzing funding utilization data; OR 2) preparing financial/statistical reports and correspondence using automated software. OR 1 full year of graduate level education OR Superior Academic Achievement GS-09: Have one year of specialized experience equivalent to the GS-07 grade level in the Federal service which includes at least two of the following: 1) tracking obligations and expenditures in an automated system; OR 2) compiling budget data used to create budget estimates; OR 3) preparing financial reports using data collected from various sources. OR Master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D., if related GS-11: Have one year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes 1) Analyzing project fund balance or authorizations to ensure funding limits are not exceeded; AND 2) Formulating cost estimates for projects by utilizing past experience, historical data, or established cost targets. OR Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-05/07/09).
Responsible for developing and evaluating programs (schedules and budgets), justifications, and supporting data for each project received.
Advises program managers and other on the status and availability of funds in different projects.

Analyzes progress vs cost during construction phases, ensuring that sufficient supervision, administration, engineering during construction, contingency and project change orders are properly charged and utilized.
