GS-7: To be eligible at the GS-7 level, you must meet at least ONE of the following conditions, as defined below: Specialized experience, education, OR a combination of education and experience. Specialized Experience: To qualify for this position at the GS-07 grade level, you must possess at least one full year of specialized experience at the GS-05 grade level. This experience includes gathering a variety of information and statistical data, checking the accuracy of budget data, monitoring and tracking obligations and expenditures, and gathering data for use in budgets requests and reports. -OR- Education: Successful completion of one full year of progressively higher level graduate education (18 semester hours or the number of units your school uses to describe one graduate year of academic study) leading to a master's degree; or LL.B. or JD; which demonstrates the knowledge, skills, and abilities necessary to do budget analysis work. -OR- Combination of Education and Experience: A combination of specialized experience and graduate-level education which when combined equal 100% of the requirements. To calculate your percentage of graduate education, first determine the total number of graduate hours then divide the total number of your graduate semester hours by 18 (or your school's definition of one year of graduate study). To calculate your percentage of qualifying experience, divide your total number of months of qualifying experience by 12. Now, add the two percentages together. The sum of the percentages must equal at least 100%. (Only graduate education in excess of the first full year may be used in this calculation.) -OR- Superior Academic Achievement as follows: A bachelor's degree in a related field or expect to complete the requirements for a bachelor's degree within the next 9 months AND I meet the requirements for Superior Academic Achievement by possessing at least one of the following provisions: 1) class standing in the upper third of the graduating class in the college, university, or major subdivision; 2) Grade-point Average (GPA) of 3.0 or higher for all completed coursework or for all courses completed in the last two full years of undergraduate work OR a GPA of 3.5 based on the average of required courses completed in a major field OR the required courses in the major field completed during the final two years of the curriculum; OR 3) membership in a national scholastic honor society. GS-9: Specialized Experience: To qualify for this position at the GS-09 grade level, you must possess at least one full year of specialized experience equivalent to the GS-07 level in Federal service. Experience includes gathering and reviewing a variety of information and statistical data; checking the accuracy of budget data, monitoring and tracking obligations and expenditures, and gathering and consolidating data for use in budgets requests and reports. -OR- Education: Successful completion of a Master's or equivalent graduate degree (such as an LL.B. or J.D.); OR 2 full years of progressively higher level graduate education leading to such a degree. Education at the graduate level must be in an accredited college or university in a related field (e.g., Accounting, Finance, Business): -OR- Combination of Education and Experience: A combination of specialized experience which when combined equal 100% of the requirements. (Only graduate education in excess of 1 full year is creditable.) GS-11: Specialized Experience: To be eligible at the GS-11 level, you must have at least one full year of specialized experience equivalent to the GS-09 level in Federal service. Experience includes monitoring and tracking obligations, reviewing obligations to ensure they are properly maintained, assisting in preparation of budget requests, reviewing and analyzing program fund requirements, and preparing budget reports. -OR- Education: Possess a Ph.D. or equivalent doctoral degree; or three full years of progressively higher level graduate education leading to such a degree in a related field. -OR- Combination of Education and Experience: A combination of specialized experience which when combined equal 100% of the requirement (only graduate education in excess of two full years is creditable). Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies. If selected for this position, you will join a well-respected team that is responsible for supporting the financial management program with the Southern District of Indiana. Typical work assignments will include: Plan and develop budget estimates for the District. Prepare and evaluate budget justifications. Provide a variety of budgetary reports. Advise management on proper and effective utilization of financial resources. Draft procedural guidance concerning expenditure control, and obligation reporting. Serve as a funds certifying officer. Responsibilities will increase and assignments will become more complex as your training and experience progress.
