The primary purpose of this position is to: Perform a wide range of Human Resources duties at the installation, to include employee relations, staffing, placement, performance management, labor relations, and advisory services for a variety of positions in an assigned area or organization.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Human Resources Management, Series 0201. SPECIALIZED EXPERIENCE AS A GS-05: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-04, or equivalent in other pay systems. Examples of specialized experience include: Knowledge of a wide range of HR concepts, practices, laws, regulations, policies, and precedents sufficient to provide comprehensive HR management advisory and technical services on substantive organizational functions and work practices. OR EDUCATION: Successful completion of a full four-year course of study leading to a bachelor's degree. Note: You must submit a copy of your transcripts with your application. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of specialized experience and education as described above. Note: You must submit a copy of your transcripts with your application. SPECIALIZED EXPERIENCE AS A GS-07: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience include: Knowledge of a wide range of HR concepts, practices, and techniques related to personnel management to include employee relations, recruitment and placement, performance management, and labor relations; standardized research techniques; and analytical and problem-solving methods required to advise on and resolve moderately complex, non-controversial, well precedented factual, procedural, and or recurring issues. OR EDUCATION: Successful completion of one full academic year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Human Resources; or I have a bachelor's degree in a subject area related to the position and am claiming Superior Academic Achievement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. SPECIALIZED EXPERIENCE AS A GS-09: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience include: Knowledge of a wide range of HR concepts, practices, laws, regulations, policies, and precedents sufficient to provide comprehensive HR management advisory and technical services on substantive organizational functions and work practices. Knowledge of the laws, executive orders, regulations, policies, and concepts pertaining to personnel management, and the relationships between the various personnel disciplines to recommend to management appropriate interventions to resolve complex, interrelated to HR problems and issues. OR EDUCATION: Successful completion of a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., [if related] in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Human Resources Management.
