Job Description:

This position is part of the Defense Security Cooperation Agency. The incumbent serves as Chief, HR Systems, Analytics, Manpower, and Payroll, with responsibility for leading and managing the strategic planning, implementation, and optimization of HR systems, data analytics, and workforce planning initiatives.
You may qualify at the GS-14, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-13 grade level in the Federal service: Providing technical and administrative leadership and supervision for a staff of Human Resources Generalists; Managing data governance and ensuring the integrity, security, and compliance of Human Resources (HR) systems and records; Leading and managing the strategic planning, implementation, and optimization of HR systems, data analytics, and workforce planning initiatives; Leading manpower planning and workforce modeling initiatives; and Overseeing a Payroll Program and providing guidance for timekeeping, pay and leave administration. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
As a SUPERVISORY HUMAN RESOURCES SPECIALIST at the GS-0201-14 some of your typical work assignments may include: Serves as Chief, HR Systems, Analytics, Manpower, and Payroll, with responsibility for leading and managing the strategic planning, implementation, and optimization of HR systems, data analytics, and workforce planning initiatives. Ensures the efficient use of HR technologies and data-driven insights to enhance the overall performance of the HR function and support business objectives. Leads the development and implementation of HR analytics strategies that provide actionable insights to drive decision-making. Oversees the collection, analysis, and reporting of key HR metrics for hiring. Develops and implements dashboards and reports for senior leadership. Oversees the end-to-end implementation and management of HR information systems (HRIS), including configuration, integration, and continuous improvement of the system's functionality. Leads manpower planning and workforce modeling initiatives, ensuring alignment with business goals and objectives. Develops and manages forecasting models to predict staffing needs, identify talent gaps, and recommend hiring strategies. Exercises management oversight of the DSCA Payroll Program providing guidance for timekeeping, pay and leave administration.
