The primary purpose of this position is to serve as an aircraft load planner/scheduler and inspector responsible for independently selecting cargo and pre-planning for control and timely movement through the aerial port to numerous foreign and domestic destinations.
Conditions of Employment (con't) Position requires lifting and carrying items up to 70 lbs. Ability to climb, using both arms and legs. Must be able to meet and pass established hearing standards and discern colors, contrast and depth. Employee must be able to communicate effectively in English, both orally and in writing. Must be able to obtain and maintain a SECRET security clearance. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support Positions for Cargo Scheduling Series, 2144. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes experience that involved scheduling the movement of cargo into or through one or more freight terminals in the appropriate amounts in order to balance the flow with the terminals' capacity to accommodate the freight and the carriers' capacity to transport the cargo. Knowledge of principles, concepts and methodology of an extensive body of transportation rules, procedures and operations in order to perform a wide variety of interrelated or non-standard procedural assignments. Knowledge of commonly used cargo movement terminology and general operations of transportation processes to perform a variety of standard and nonstandard assignments. Current and factual knowledge of types and configurations of various commercial and military transport aircraft; cargo characteristics; loading/offloading procedures; cargo compatibility; regulatory requirements covering all types of cargo and mail; enroute structure; routings and capabilities of other aerial ports. Extensive knowledge and understanding of cargo receipt, storage, special handling, loading/offloading equipment, and related cargo processing aspects. Knowledge and skill of a variety of transportation inspection processes and procedures to include explosive, cargo movement procedures and computability. Knowledge of mathematic principles is required for aircraft weight and balance determinations, load sequencing, aircraft limitations, and cargo restraint and dimensions. Use of manual and mechanical-calculating methods is required in the performance of duties. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07 or above). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-08 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the full range of the DoD Air Transportation system, Air Terminal Operations, aircraft load planning, Capability Forecasting and terminal inventory is highly desired. Knowledge of the instructions, regulations, and directives governing aircraft load planning and manifesting cargo is desired. Knowledge of hazardous and/or explosive cargo movement procedures and compatibility. Knowledge and skill in planning and safely executing air cargo loading, including Phase II Planning/Loading duties. Knowledge and ability to operate several computer systems, to include, but not limited to Cargo Movement Operations System (CMOS), Global Air Transportation Execution System (GATES) and Microsoft Office. Skill in load planning various types and sizes of cargo that can be transported by military and commercial aircraft. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Programs the movement of all cargo to include special cargo involving dangerous/hazardous materials, general cargo, rations, Army & Air Force Exchange Service (AAFES) items, household goods and high priority cargo (Green Sheet, 999, Life or Death, Forward Supply System (FSS), Mission Capability (MICAP), etc.) out of the aerial port for expeditious movement to its final destination. Reviews daily flying schedules for forecasted missions with special interest on routings and capability forecast worksheets depicting space blocks of high priority cargo/passengers. Inspects cargo pallets for weight or piece discrepancies and suitability for military or commercial aircraft. Assists the flight chief by performing various related support duties involving the load planning and inspection activity.
