The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over DoD civilian and contract employees assigned to the Operations and Maintenance Division of the Range Support Directorate at Nevada Test and Training Range.
In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions, Equipment Service Series 1670. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience include: Working as a skilled mechanic or maintenance worker, sales or service engineer, or planner or estimator in a technical group dealing with manufacture, utilization, repair, or operation of equipment. Reviewing and applying technical specifications and requirements. Analyzing equipment and forecasting spare parts requirements. Reading and interpreting engineering change orders, equipment requisitions, shop orders, and work orders. Analyzing contract specifications and examining pertinent equipment to determine if specifications are met. Analyzing or supervising maintenance, repair, or production operations to determine methods of improvement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of electronic-electrical equipment required in the operations, maintenance and support of an electronic combat range, i.e., radar threat simulator systems, associated threat analysis systems, targets, sighting devices and ordnance types, and instrumentation and debriefing systems. Knowledge of safety and security regulations, practices and procedures. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Ability to communicate effectively, both orally and in writing. Ability to analyze, plan and adjust work operational segments to meet program requirements and objectives within available resources. Knowledge of and skill in applying various methods and techniques for investigating, analyzing and effecting corrective action. Knowledge of a wide range of methods, principles, and practices to evaluate contractor conformance to contractual quality requirements. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Plans, organizes, and directs the activities of NTTR, ensuring that RS Operations and Management Division comply with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Represents NTTR with a variety of installation and functional area organizations. Provide direction and management of the NTTR's primary technical support contract.
