This position serves as the Supervisory Logistics Management Specialist - Chief Supply Chain Officer responsible for the development and integration of a supply chain that ensures the logistical requirement of the VA Health Care Systems and supported catchment areas are met.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/28/2025. GS-14 Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. GS-14 Specialized Experience: Do you possess at least one (1) full year of specialized experience, which equips you with the particular knowledge, skills, and abilities to perform successfully the duties of the Supervisory Supply Management Specialist - Chief Supply Chain Office GS-14 position, and that is typically in or related to the work of the position to be filled. To be creditable, this specialized experience must have been equivalent to the GS-13 level in Federal service to qualify at the GS-14. You may qualify based on your experience as described below: GS-14 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Oversees, guides, manages and integrates supply chain operations across the organization. Establishes policy and ensures best practices are implemented as appropriate. Provide support, technical guidance and assistance to all organizational logistics personnel. Manages multi-million dollar budgets for staff training, expendable supplies, equipment (both capital and non-capital), assigned staff salaries, special projects, durable medical supplies and equipment. Plans, organizes and assigns work to subordinates engaged in logistics and property management through subordinate supervisors. Provides advice and counsel to employees and subordinate supervisors relative to work and administrative matters. Executes administration and personnel management responsibilities. Duties include, but may not be limited to the following: Oversees, guides, manages and integrates supply chain operations across the organization. Plans and coordinates fiscal, acquisition, clinical and administrative operations. Establishes, monitors and manages the performance and measurement of logistics functions for all aspects of the supply chain. Conducts logistics audits, compliance reviews and program effectiveness/efficiency reviews. Manages all activities involved in the supply chain management to include sourcing, procurement and logistics management activities; Responsible for linking major business functions and processes within the organization into a cohesive and high performing business model. Forecast planning and budget execution for supplies, subsistence, durable medical equipment, medical gases, expendable/non-expendable and capital equipment, inventory management, warehouse operations, transportation and distribution. Leads and/or participates in regular meetings, ensuring logistics needs and requirements are being met. Performs other related duties as assigned.
