Job Description:

The Congressional Research Service (CRS) American Law Division (ALD) is seeking a Staff Assistant to provide administrative support to the division's management team, to support a number of the division's projects and initiatives, and to support organizational planning efforts and other division-level management initiatives and studies.
Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision. The Staff Assistant provides support for the division's administrative and management operations, including support for a variety of specialized or unique program or division needs; coordinates with other division administrative staff in resolving complex program or administrative issues or problems; identifies methods and techniques to increase effectiveness and efficiency of the division's administrative operations; provides managers with information needed to streamline and improve operations; implements recommended solutions upon approval and integrates several types of software to generate specific administrative working documents and forms and to meet specific administrative requirements. The Staff Assistant supports other division administrative staff responsible for frontline division administrative support, which may include: monitoring CRS's automated client relationship management system and assigning requests to division supervisors following established request management protocols; tracking information and research products, and ensuring reviewed products are archived into knowledge management systems; and serving as a backup timekeeper for the division and working closely with managers and staff on the timekeeping (GovTA) system, including advising staff on use of the system, ensuring division staff have input all relevant information correctly, and ensuring that employee timesheets are validated and certified. The Staff Assistant will also provide administrative and logistical support for analytical projects and initiatives. This may include tracking the flow of work between sections, coordinating efforts to collect and assemble information, and performing liaison tasks. The Assistant will also provide support for the division's organizational planning efforts and other management initiatives and studies that support the structure, policies, processes, operations, and employees of the division and may participate on teams that provide data support in analyzing operational and strategic issues and their implications for CRS. CRS works exclusively for the United States Congress, providing policy and legal analysis to committees and Members of both the House and Senate, regardless of party affiliation. As a legislative branch agency within the Library of Congress, CRS has been a valued and respected resource on Capitol Hill for more than a century. CRS is well known for analysis that is authoritative, confidential, objective, and nonpartisan. The incumbent of this position will work a flextime work schedule after a year of service. This is a non-supervisory, non-bargaining unit position.
