The primary purpose of this position, DIRECTOR OF PERSONNEL NH-0301-04, is to provide executive level advice and functional expertise to the Center Commander and senior management for all matters concerning manpower and personnel management and programs.
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-03, equivalent to the next lower grade GS-13 or equivalent in other pay systems. Specialized experience is experience in assisting with the planning, organizing and overseeing the activities of the Personnel Directorate; supervising personnel, advising the Commander on Manpower, Military Personnel, Civilian Personnel, Education and Training matters and advising on strategic force management planning. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Mastery of advanced human resources and force management principles, concepts, regulations, and practices, analytical methods and techniques to resolve for e management problems not susceptible to treatment by standard methods. 2. Mastery of advanced management and organizational principles and practices to be used in conjunction with a comprehensive knowledge of human resources functions to develop and implement integrated approaches and solutions to substantive concerns and issues. 3. Knowledge of DOD, USAF, AFMC, and Center organizations programs, missions and functions to analyze and determine human resources and force management plans, programs, and initiatives to support customers' current and future requirements. 4. Proven ability to work through subordinate supervisors to plan, organize, and direct functions; and mentor, motivate, and appraise the staff, of an organization. 5. Proven ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
Duties: - Plan, organize, and oversee the activities of the Personnel Directorate. - Exercise supervisory personnel management responsibilities at least 25% of the time. - Represents the Personnel Directorate with a variety of installation and functional area organizations. - Serves as a confidential advisor to the Commander for all matters related to personnel and manpower. - The Director of Personnel acts as the expert consultant for the Center on strategic force management planning.
