Job Description:

The VA Manchester, NH Medical Center is looking for a Full Time, Board Certified Chief for their Office of Community Care (OCC) Program. This position is responsible for clinical, administrative, and programmatic oversight. The incumbent serves as a clinical resource on all policies, procedures and issues. The incumbent participates in the development, implementation, and maintenance of health care system, network and national level initiatives. This position reports to the Chief of Staff.
To qualify for this position, you must meet the basic requirements as well as any additional requirements (if applicable) listed in the job announcement. Applicants pending the completion of training or license requirements may be referred and tentatively selected but may not be hired until all requirements are met. Currently employed physician(s) in VA who met the requirements for appointment under the previous qualification standard at the time of their initial appointment are deemed to have met the basic requirements of the occupation. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed. Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia. Residency Training: Physicians must have completed residency training, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. (NOTE: VA physicians involved in academic training programs may be required to be board certified for faculty status.) Approved residencies are: (1) Those approved by the Accreditation Council for Graduate Medical Education (ACGME), b) OR [(2) Those approved by the American Osteopathic Association (AOA),OR (3) Other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States), which the local Medical Staff Executive Committee deems to have provided the applicant with appropriate professional training and believes has exposed the physician to an appropriate range of patient care experiences. Residents currently enrolled in ACGME/AOA accredited residency training programs and who would otherwise meet the basic requirements for appointment are eligible to be appointed as "Physician Resident Providers" (PRPs). PRPs must be fully licensed physicians (i.e., not a training license) and may only be appointed on an intermittent or fee-basis. PRPs are not considered independent practitioners and will not be privileged; rather, they are to have a "scope of practice" that allows them to perform certain restricted duties under supervision. Additionally, surgery residents in gap years may also be appointed as PRPs. Proficiency in spoken and written English. Additional Requirement: Board Certified in Family Practice, Internal Medicine and/or Subspecialty American Heart Association BLS Certification Preferred Experience: Clinical Leadership and Administrative Oversight: Extensive experience in administrative and clinical leadership with demonstrated management skills, particularly within a healthcare setting. Ability to provide clinical, administrative, and programmatic oversight to OCC and ensure effective service delivery. Veterans Affairs (VA) System Knowledge: Profound understanding and familiarity with the VA system, including regulations, policies, and procedures. Experience in managing healthcare programs and processes specific to the VA, ensuring compliance with national and network-level initiatives. Interdisciplinary Approach and Coordination: Demonstrated commitment and capability in fostering an interdisciplinary approach to care delivery. Ability to coordinate a broad range of programs and collaborate effectively with other healthcare providers and departments within the VA and the community. Quality Improvement and Customer Service: Experience in driving quality improvement initiatives and embedding a customer-oriented culture within healthcare organizations. Proficient in analyzing clinical data to guide improvement efforts and implementing best practices in customer service to enhance patient and staff experience. Human Resources and Team Building: Proven track record in human resources management, including hiring, training, and professional development. Ability to build and lead a high-performing, innovative, and motivated team, fostering an environment of trust, psychological safety, and continuous learning. The Chief of the Office of Community Care (OCC) is responsible for all aspects of patient care with the purpose of improving the health and wellbeing of Military Veterans. This is a supervisory position. The incumbent will provide management, design, direction and supervision of the Manchester VAMC OCC program, to include The OCC Chief holds responsibility for managing the Manchester VAMC OCC Program, supervising a large clinical and administrative staff and working closely with staff who are aligned under other departments. Interfacing with other providers, including physicians, PAs, ARNPs in the design of the Veterans treatment regimen. The incumbent is delegated the authority to make decisions and act on matters within the scope and responsibility. In day-to-day operations, these decisions are binding and directly impact the development of the various clinical and administrative programs that provide services to New Hampshire Veterans and those Veteran's from Maine and Massachusetts, who use the Manchester VAMC as their primary facility Providing clinical care in the OCC by reviewing outpatient care in the community consults and collaborates with staff regarding coordination of care. Managerial and Supervisory Responsibilities The Chief, Community Care, supervises the OCC staff to accomplish the work of the organizational unit. Incumbent exercises supervisory authorities and responsibilities involving work assignment and review, as well as the administrative and personnel management functions relative to the staff supervised. Supervises, plans, and directs the functions and overall personnel management activities, including positions and pay, selection or participation in the selection of subordinate employees. The Chief, OCC reviews, and approves or rejects daily and long-range work requirements, approves annual and sick leave, reviews positions to determine need and accuracy of position descriptions and requests or makes recommendations for retention, promotion, awards, and/or disciplinary actions. Assigns, reviews, and approves work and evaluates employee performance. Plans and provides for both long-range and short-term training and assists employees in career development. The Chief, OCC resolves informal complaints and grievances; effects disciplinary measures as appropriate to authority delegated in this area. Incumbent exercises responsibility to assure the effective implementation and operation of the Federal and VA policies, regulations, and guidelines concerning equal employment opportunity. Keeps staff informed, counsels staff when necessary or requested, and administers progressive disciplinary actions in a constructive manner. In addition, as the Chief, OCC, the incumbent: uses subordinate supervisors to direct and coordinate the work; exercises significant responsibilities in dealing with officials of other units or organizations, or in advising the Medical Center management; assures reasonable equity of performance standards and rating techniques developed by subordinates; makes decisions on work problems presented by subordinate supervisors; evaluates subordinate supervisors and serves as the reviewing official on the performance appraisals of nonsupervisory employees rated by subordinate supervisors; makes or approves the selections for subordinate nonsupervisory positions; recommends selections for subordinate supervisory positions; finds and implements ways to eliminate or reduce significant bottlenecks and barriers to production and promotes team building in order to improve business practices. The Chief, OCC, is directly accountable to the Chief of Staff for day-to-day operation of the service, program administration, and overall compliance to VISN-wide policies and procedures. Work Schedule: The typical work schedule is Monday-Friday, 08:00 a.m. - 4:30 p.m.
