Job Description:
The Chief Supply Chain Officer (CSCO) is the senior supply chain management (SCM) officer for a VA Health Care System (VA HCS) with multiple sites of care and supported catchment area, responsible for development and integration of a cohesive, forwardlooking supply chain that ensures logistical requirements of the VA HCS with multiple sites of care and supported catchment area are met.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/10/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. GS-14 GRADE REQUIREMENTS: Must have one year of professional experience equivalent to the next lower grade level (GS-13) in the normal line of progression for the occupation in the organization. Examples of specialized experience are: Expert level knowledge of all facets of logistics and acquisition management including requirements determination, acquisition, material management, performance measurement, quality management and continuous process improvement, inventory, and warehouse management and transportation. Mastery of contracting methods and contract types for development of acquisition strategy in order to plan and carry out long-term preaward and postaward acquisitions. Knowledge and skill sufficient to manage facility acquisition program. Knowledge and skill sufficient to manage multiple VISN commodity standardization initiatives. Knowledge of program objectives, scheduling, and interrelationships with other programs. Skill in interpreting policies to solve unprecedented and unpredictable problems. Thorough knowledge of agency program planning, funding, and management information systems. Ability to coordinate and evaluate the efforts of functional specialists to adjust plans and schedules to meet requirement needs. Thorough knowledge of all clinical, human resources, material and capital management functions associated with carrying out the patient care mission. Excellent communication skills must be evident in order to develop a wide range of written products such as reports, memoranda, briefings, and presentations; and to conduct meetings, briefings, and work with internal and external customers throughout the organization.
