The primary purpose of this position is to provide professional engineering expertise and direction to the CTF, Test Team & Lead Developmental Test and Evaluation Organization (LDTO) for new or modified ICBM weapon systems.
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Science and Engineering. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-03 or equivalent to the next lower grade GS-13 in the Federal Service. Specialized experience is described as directing and managing the activities and personnel, fostering innovative ideas to acquire, construct, maintain, and operate real property facilities; provide related management, engineering, utility, and other support services. IDEAL CANDIDATE: -4 years leadership experience of a large technical team desired -7 years acquisition or test and evaluation experience designed -A Graduate degree in engineering desired KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1: Mastery of test and evaluation techniques that enable incumbent to serve as Chief Engineer during the Developmental Test and Evaluation (DT&E) of new and modified ICBM systems and subsystems. 2: Knowledge of skills to organize and direct the technical portions of T&E programs. 3: Knowledge of weapon systems and related subsystems/equipment, their projected use in the military and methods of testing. 4: Broad scientific and technical knowledge in fields related to engineering, e.g., instrumentation and data processing. 5: Knowledge and skill sufficient to guide assigned personnel and resolve unique as well as ordinary problems related to management and technical issues. 6: Knowledge of the DoD and USAF acquisition process is needed to conduct DT&E and to develop Test Team plans and processes reflective of current DoD and USAF DT&E objectives. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Serves as the Test Team Focal point in the execution of the AEDC ICBM CTF's function of test planning, evaluation, and analysis of the systems under test Formulates, directs, interprets, and applies test planning and test philosophy and policy for the organization to ensure technical validity, efficiency, safety and credibility in test and evaluation of the ICBM system and subsystems Serves as the AF CTF/Test Team focal point on technical aspects of program management processes for the organization, including those dealing with the Bid and Proposal Process, test planning, office instruction, technical support, and unit system and test safety activities. Provides input to the AEDC ICBM CTF Chief as to the performance of co-located engineering personnel assigned to support this effort
