Job Description:

This position is located in the National Passport Center, Passport Services Directorate, Bureau of Consular Affairs (CA/PPT/NPC), Department of State. The incumbent of this position serves as the Program Manager with a working title of Director of the National Passport Center, Department of State.
Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience in planning, directing, and coordinating program activities related to the passport adjudication, processing, anti-fraud, and acceptance functions; Experience developing operational policies, procedures, and methodologies; Experience analyzing and evaluating management problems and developing solutions; Experience managing and directing all aspects of an organization including workload, office space, and fiscal and personnel resources; and Experience advising senior leadership on operations, policies, and objectives. There is no substitute of education for specialized experience for the GS-15 position. In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities: Ability to assign, review, and supervise the work of others; Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances; Ability to adjust to change, work pressures, or difficult situations without undue stress; Willingness to consider new ideas or divergent points of view; and Capacity to "see the job through."
Exercises the full range of supervisory responsibilities and authorities associated with accomplishing the functional responsibilities of the agency/center.
Analyzes and interprets broad directives and oversees the administration of laws and regulations governing nationality as related to passport eligibility.
Serves as a major contributor in the development of policies, procedures, and methodologies for establishing criteria to enhance the security and integrity of U.S. passports.
Represents the Department on various interagency boards and committees.
Serves as an authority in and exercises highly effective oversight of the activities of the passport agency/center to which assigned by providing authoritative planning and direction.
Develops new program objectives and ensures that new technologies and innovative methods and practices related to the detection of passport fraud are implemented in a timely manner.
