To qualify for a Human Resources Specialist, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. To be creditable, specialized experience must be at the GS-13 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Direct teams of military and civilian HR professionals, oversee personnel programs such as leave administration, performance evaluations, and daily operations in complex organizations. Advise senior leaders, commanders, and executives on workforce planning, mobilization, staffing, compensation, benefits, and organizational readiness across enterprise-level programs. Develop and evaluate policies, procedures, and operating frameworks to improve HR and administrative programs, ensuring compliance with federal regulations and alignment with strategic objectives. Coordinate and synchronize operational planning, personnel accountability systems, and policy implementation to achieve mission goals and improve efficiency across diverse organizational environments. Manage continuity of operations (COOP) and organizational resilience programs, lead contingency planning, oversee training and exercises, and ensure mission-critical functions remain sustainable during disruptions. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Direct and supervise military and civilian HR staff, oversee military leave programs, evaluation reports, and daily operations.
Serve as a subject matter expert and advisor on manpower, mobilization, deployment, HR staffing, compensation, benefits, and operational readiness.
Design, analyze, and improve EC programs and operating procedures, ensuring alignment with DoD, DLA directives, and Combatant Command requirements.
Lead operational planning, policy interpretation, personnel accountability, and synchronization of J1 plans with agency-wide initiatives.
Manage Continuity of Operations (COOP) preparedness, response, and recovery, chair working groups, oversee training/exercises, and ensure mission-essential readiness.
