Job Description:

This is a National Guard Title 32 Excepted Service Position. This position is a Permanent GS-0201-12 SUPERVISORY HR SPECIALIST (MILITARY) (TITLE 32), Position Description Number D2697000 and is part of the MO 139th Airlift Wing, MO 139th Airlift Wing. This position is also advertised on AGR announcement #AF25-093.
MILITARY REQUIREMENTS: Selected candidate must currently be assigned to a military unit in the Missouri Air/Army National Guard. Title 32 employees will not be militarily senior to their full-time supervisor (grade inversion). Maximum Military Grade - CMSgt (E-9) Minimum Military Grade - SMSgt (E-8) GENERAL EXPERIENCE: Must possess a validated understanding of the basic principles and concepts of military human resources that demonstrates kill in collecting and analyzing data effectively, efficiently, and accurately; ability to clearly enunciate English without impediment of speech that would interfere or prohibit efficient communication; ability to write English in reports and presentation formats; ability to communicate clearly and effectively; skill in presenting formal training presentations and briefings; ability to assess body language and perceive emotional and/or distress levels; and skill in applying procedures and directives by reading and interpreting program material. GS-12 SPECIALIZED EXPERIENCE: Must possess at least one year of specialized experience at the GS-11 grade level or equivalent that demonstrates knowledge of the basic concepts, principles, and theories of military human resources management and the ability to adapt these to meet mission requirements; experience planning, directing, organizing and overseeing the activities of military human resources programs; knowledge of military personnel policies, records and procedures; and the ability to analyze personnel data for special studies, reports and program effectiveness. The specialized experience must also include experience managing the function of work to be performed, which includes leading, directing and assigning work of personnel. Possession (or previous possession) of AFSC 3F091, 3F191, 3F291 or 3F591 is optimum.
Exercises supervisory personnel management responsibilities.
Manages, directs, and executes wide spectrum of force support operations.
Oversees the development and effective implementation of Standard Operating Procedures (SOPs) for all areas of responsibility.
Provides expert interpretation on regulatory and administrative guidelines in accordance with generally accepted principles relating to a wide spectrum support operation.
Ensures readiness of personnel in support of contingencies, exercises, and wartime tasking.
Focal point for all aspects of readiness, base deployment plans, Continuity of Operations Plans (COOP), and emergency action plans.
Conducts analysis to determine the effectiveness of operations, compliance with established policies and procedures, reliability of transactions and validity of supporting documentation.
Manages the review of a variety of policies, guidelines, data, documents, reports, processes and procedures to determine trends and data integrity.
Executes policy made at higher levels and provides policy, administrative and technical guidance.
Implements the organization’s self-inspection program; reviews formal inspection reports, audits, complaints, and other reports to ensure adverse findings are addressed/corrected within the allotted time frame.
Participates in formal and informal management planning, policy and decision-making sessions.
Performs other duties as assigned.
