Job Description:

You will serve as a PROGRAM ANALYST in the Program Executive Office, Submarine (SEA 07Q) of NAVSEA PMO. This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-3 broadband level encompasses positions equivalent to GS-12 and GS-13.
Your resume must demonstrate one year of specialized experience equivalent to the next lower pay band, NH-02 (GS-11) or grade level in the federal service or equivalent experience in the private or public sector analyzing programmatic activities to improve organizational effectiveness and efficiency for an acquisition program. You will demonstrate mastery of management principles and organizational practices to lead a team and collaborate with stakeholders throughout various phases of a program or project.
You will lead studies, surveys, reviews, and/or research projects to evaluate program accomplishments, effectiveness, or compliance with meeting specific goals, objectives, rules, and regulations.
You will possess working level knowledge of acquisition directives, regulations, policies and laws.
You will establish and maintain working relationships with internal and external stakeholders to coordinate projects concerning the development, installation, integration, and testing, relative to the acquisition process.
You will analyze requirements to develop program reporting including the specifications, data gathering and analytical techniques, and evaluation methodology.
You will execute program plans to achieve milestones and requirements for the full scope of activities associated with acquisition issues.
You will develop plans and techniques to fit new situations to improve overall program and policies.
You will prepare coordinated reports, presentations and briefings in support of program actions.
You will develop evaluation plans, metrics, procedures, and methodology as a result of studies performed.
