This announcement will be used to fill positions with an entry grade of GS-12 with a target grade of GS-13.The minimum salary for grade GS-12 is $92,475, the maximum salary is $120,222. The minimum salary for grade GS-13 is $109,966, the maximum salary is $142,957.
This position has a positive education requirement. To qualify for this position, you must meet one of the basic requirements described below: (1) Completion of all requirements for a bachelor's degree in accounting from an accredited college or university; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR (2) Candidates may also qualify through a combination of education and experience: at least 4 years of accounting experience or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge AND 24 semester hours in accounting/auditing courses, which may include up to 6 hours of business law, OR a certificate as a Certified Public Accountant or Certified Internal Auditor. In addition to meeting the basic requirement, qualified applicants must possess one year of specialized experience equivalent to the next lower grade (GS-11 for GS-12 level; GS-12 for GS-13 level) in the Federal service, which demonstrates the ability to perform the duties of the position. GS-12: Specialized experience is defined as: Applying professional knowledge of accounting principles, policies, and procedures to develop, design, test, revise and evaluate one or more automated accounting systems and subsystems to support an assigned area. GS-13 Specialized experience is defined as: Applying professional knowledge of accounting principles, policies, and procedures in the development, design, revision, and evaluation of automated accounting systems and subsystems to support an assigned area. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. To be considered for the GS-12, applicants must have served 52 weeks as a GS-11 or higher in the Federal service. To be considered for the GS-13, applicants must have served 52 weeks as a GS-12 or higher in the Federal service. ** The effective date of your SF-50 must reflect that you will meet the 52-week time in grade requirement within 30 days of the announcement closing. ** You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
Plans, designs, tests, analyzes, revises, implements, and maintains all or major portions of a complex financial accounting system.
Assesses the integration of new computer technology and new means of improving productivity and efficiency of systems.
Ensures that systems designs provide for the integrity of financial records and provide data and reporting capacities for preparation and submission of documentation required by the Federal Managers Financial Integrity Act for all assigned systems.
Provides guidance and expert technical advice to associates, bases, major commands, central operating locations, centers, and/or other echelons of management and other agencies.
Develops, interprets, and revises accounting and finance systems policies and procedures.
