Job Description:

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: The incumbent serves as the Chief of Guards assigned under the authority of the Senior Commander at White Sands Missile Range, New Mexico.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes (1) supervising employees in the area of law enforcement and/or physical security within a federal, state, municipal, local, or private protective organization, (2) developing training courses for law enforcement and/or security employees based on program needs and regulatory requirements, and (3) preparing budget estimates and manning requirements to meet program objectives. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).
Execute a Security Guard Program for the protection of life and government property, enforcement of laws and regulations, and operational control of security areas.
Manage a large guard workforce utilizing subordinate supervisors and leaders to complete mission requirements and comply with applicable laws and regulations.
Oversee the development and implementation of training for the Security Guard Program as required for updated training requirements and/or new technology to meet regulatory guidelines.
Provide budget estimates for program areas to include access control equipment, manpower, and training needs to ensure cost-effective support of programs and policies.
Evaluate guard functions and priorities to ensure program compliance with rules, regulations, and standards and implement new security innovations as feasible.
Manage branch subordinate personnel across a wide variety of functions to include updating position descriptions, work schedules, awards/bonuses, disciplinary actions, and performance standards/evaluations.
