The United States Capitol Police (USCP) safeguards the Congress, Members of Congress, employees, visitors, and Congressional buildings and grounds from crime, disruption, and terrorism. In order to qualify, you must meet the education and/or experience requirements described below. At the CP-13 level, you must have at least one (1) year of specialized experience equivalent to at least the CP-12/GS-14 level which is in or directly related to the line of work of the position to be filled. Specialized experience is defined as the following: (1) Experience planning, organizing, leading, and coordinating staff activities where responsibilities were well-defined, workflows ran smoothly, and collective efforts contributed to the successful achievement of organizational objectives. (2) Expert knowledge of a wide range of principles, concepts, and methodologies of fleet management operations, services, resources, and assets. (3) Skill in analyzing and creating solutions to complex issues and problems that deter successful fleet management operations. This position is located in the Vehicle Management Division (VMD), Office of Logistical Services (OLS), Office of the Chief Administrative Officer (OCAO), in the United States Capitol Police USCP). The Vehicle Management Division is responsible for oversight of a large-scale, mission-critical fleet program and a comprehensive, diversified fleet of assets for the USCP. DUTIES & RESPONSIBILITIES The incumbent of this position serves as Manager, Vehicle Management Division, and is responsible for providing leadership, direction, supervision, planning, coordination, and expertise when conducting the complete range of operations for the Division. The employee plans for and develops new policy and program guidance. Resolves complex problems in fleet management operations, asset and inventory management to include maintenance, storage, accountability, and disposal. Exercises delegated managerial authority to set a series of annual, multiyear, or similar long-range work plans and schedules for in-service and contracted work. Develops and implements the Division's operational readiness plans and programs that support mission-critical elements of the Department. Oversees and manages budget operations to include formulation and execution. Determines the best approach or solution for resolving budget shortages and plans for long-range staffing needs.
