To qualify for a Management and Program Analyst (Facilities), your resume and supporting documentation must support: Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Ensuring efficient and compliant planning, construction, maintenance, equipment installation, and operational functions throughout the organization. Analyzing facility performance, budgeting, and warehouse utilization data to identify deficiencies and develop solutions to enhance program effectiveness. Ensuring compliance with regulations and policies governing real property management, environmental compliance, safety, and energy conservation programs. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Develops and implements evaluation plans, procedures, and methodologies to assess the DLA Disposition Services facilities program's effectiveness in meeting strategic objectives and operational requirements.
Develops, manages, and executes long-range facilities master plans, ensuring alignment with DLA strategic goals and operational requirements.
Reviews and approves funding requirements for facilities projects through the DLA budget process.
Conducts studies of facilities-related processes and recommends improvements in organization, staffing, work methods, and procedures.
Evaluates the impact of proposed changes in facility policies, standards, or procedures through cost-benefit analysis.
Collaborates with technical experts on program evaluation, implementation, analyses, and findings.
Ensures compliance with applicable regulations and policies related to facilities management.
