This position is located in the Exhibits Office, Center for Exhibits and Interpretation, Office of Communication, Outreach and Ext, Office of the Librarian. The position description number for this position is 466090. This is a supervisory, non-bargaining unit position. The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area. Relocation expenses will not be authorized for the person(s) selected under this vacancy announcement.
Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision. Ability to plan, manage and administer exhibitions and educational programs, including multi-media and interactive exhibits in a library, educational, or cultural institution.** Knowledge of contract preparation and contractor monitoring policies and procedures.** Knowledge of electronic interpretive media sufficient to develop and administer both interactive and multimedia components of a major exhibition program. Ability to supervise. Ability to build coalitions or professional networks. Ability to communicate in writing. Ability to communicate effectively other than in writing.
This position serves as the Chief of Exhibit Design and Production and is responsible for the management, administration, and day to day operations of the Exhibits Office and the Library of Congress (LOC) exhibitions program. The Chief of Exhibit Design and Production works in close coordination with the Director, Center for Exhibits & Interpretation, who outlines duties in broad, general terms, working to meet the objectives of the Library of Congress and with the resources that are available. Work is performed independently and is reviewed and evaluated for soundness, adherence to LOC policy, contribution to the development of Library exhibition policies and Library educational outreach policies. Supervises a group of employees performing work up to the GS-13 level. Performs the administrative and human resource management functions related to the staff supervised. Establishes guidelines and performance expectations for staff, which are clearly communicated through the formal employee performance management system. Observes workers' performance; demonstrates and completes work performance critiques. Provides informal feedback and periodically evaluates employee performance. Resolves informal complaints and grievances. Prepares work improvement plans, recommending personnel actions as needed. Provides advice and counsel to workers related to work and administrative matters. Effects disciplinary measures as appropriate to the authority delegated in this area. Reviews and approves or disapproves leave requests. Manages a national and international program for planning, developing, fabricating, and installing exhibitions including a/v elements. Responsible for the administration, planning, budget development, for the LOC's exhibition program. Manages the conception, development, funding and execution of LOC exhibitions and educational materials which support this program, including multimedia and interactive exhibits. Assists in managing major agency programs of national scope and impact serving as LOC's principal representative to national and international cultural organizations with relation to the planning and development of exhibitions in general, and the loan of LOC materials for exhibition. In consultation with relevant custodial divisions and the Preservation Directorate to assist in exercising final agency authorization for the loan of LOC materials. Assists in advising the Architect of the Capitol and the LOC about general aesthetic appearance of public spaces within all LOC buildings. This advice may include recommendations in the areas of furniture design, lighting design, interior design as well as restoration architectural design. In coordination with the Director, Center for Exhibits & Interpretation will consult with key managers and stakeholders to develop priorities for using resources. Ensures all implications are identified, weighed, and considered in study and discussion. Contacts other agencies and organizations to obtain information and models for managing various issues. Identifies and resolves problems that are barriers to achieving goals. Actively participates in policy formulation and reviews liaison activities for agency-wide programs. Informs stakeholders of changes in organizational programs and operations, conducting briefings on major program changes.
