This MILITARY AND FAMILY READINESS MANAGER is located is located in the Joint Forces Headquarters and reports to the Manpower and Personnel Directorate (G1), or TAG-designated representative and is part of the CA CHQC Joint Staff.
MILITARY AND FAMILY READINESS MANAGER, GS-0301-12: Must have at least one year of specialized experience, equivalent to at least the GS-11 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated. Specialized experience may have been demonstrated by: experience in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions; Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations; Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures; Experience preparing written communications and oral presentations. THIS IS A T5 EXCEPTED SERVICE, PERMANENT POSITION The primary purpose of the MILITARY AND FAMILY READINESS MANAGER, GS-0301-12, is to direct, supervise, provide leadership, plan, develop, monitor, steward, and administer the Service Support Program for National Guard and Reserve members and their families, including any family of deployed military personnel regardless of service or component (Army, Marines, Air Force, etc.), that reside in the state, at all levels of contingency and mobilization. Supervise, evaluates performance and directs the Readiness Support staff, including subordinate program team leads. and direct the Support Services staff. Assign work to subordinates; technicians, State employees, Title 5 civilians, statutory volunteers, and AGR personnel to ensure full coverage of all work/life services and activities provided by the Readiness Support; provide individual and team development, and cross training. Develop, modify, and issue performance standards, clarify performance expectations and provide regular reoccurring feedback to subordinates on strengths and weaknesses. Interpret, adapt and implement program and resource guidance, regulations, policies, and public law from higher headquarters (National Guard Bureau) and other sources (including DoD, Army and Air Force), tailoring guidance to specific and unique Readiness of the state/territory/DC within program requirements. Oversee and measure program effectiveness, adequacy of program capabilities and synchronization of Service Member and Family Readiness programs to OSD, Service, NGB policy and accreditation/certification standards. Evaluate and prioritize programs, and make recommendations, to improve capabilities, efficiency and program business practices and cost effectiveness while maximizing readiness impacts. Develops the most effective and acceptable approaches and meets with program and activity managers and other stakeholders to gain their concurrence and support and to develop innovative joint programs and activities. Serves as the State focal point for Servicemember and Family Readiness policies and practices. Maintains liaison with local, county, state, tribal, and national military and community agencies/organizations and military installations to build partnerships that maximize the effective and efficient use of available resources and facilities. The position resides within the infrastructure and support functions of the state National Guard; the incumbent is not subject to mobilization, nor is the work described part of the military mission; and the incumbent does not perform a key advisory or essential administrative role that is inherently military. In addition, the position must meet one of the following: It does not have a comparable military function; the position is required in full-time (civilian) role when the organization, or similar military position, is mobilized to perform continuing post-mobilization functions; or the position requires a skill or competency that necessitates technical expertise or professional qualifications that cannot be readily found in the military structure of the state military force.
