In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Training Instruction 1712 Series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s); Supervising or administering a training program; Development or review of training/course materials, aids, devices, etc., and evaluation of training results; Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. OR EDUCATION: Successfully completed a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related. Education must have a major study in education or a subject area related to the position to be filled. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position. NOTE: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-inĀ­-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of: design and construction variations of jet engines, to include small, large, and turbo fan engines, as needed for mishap investigation; Policies and procedures of investigation, fluid system contamination, and identification of material failures; Identification and causes of engine failures in relation to compressor and turbine failures, identification of over temperature damage, identification of bearing failures, and a comparison on in-flight and post-impact fire damage; Engine power analysis procedure and temperature analysis; Inspection of crash damaged engine and components and jet engine case history studies. 2. Position may require travel by military or commercial aircraft in the performance of TDY. 3. May be required to work on special projects as directed by the supervisor. 4. This position has been identified as Technical Training Essential. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Summary: The primary purpose of this position is to serve as a Technical Training Instructor performing all technical training instructor classroom-related activities, supporting officer course curriculum development, modification, and/or revision efforts in initial skills, advanced, and/or supplemental Technical Training courses utilizing approved curriculum IAW Air Education and Training Command (AETC) instructions in support the Jet Engine Mishap Investigation Course. Duties: Instructs students through assigned blocks of instruction at basic and/or advanced technical/administrative levels of Jet Engine Mishap Investigation instruction courses. Researches, develops, revises and recommends updates Jet Engine Mishap Investigation course materials in accordance with established learning objectives. Plans, develops, executes, and evaluates a comprehensive and effective training program. Maintains professional and technical proficiency and accomplishes difficult, but well precedented special projects related to specialty area, to include staff surveillance visits to various training activities.
