Job Description:

This position serves as a Lead Transportation Assistant leading three or more employees in clerical or other one-grade interval occupations in the General Schedule in accomplishing the work of the unit; the incumbent also performs the work of the team lead. This position functions within the Veteran Transportation Service (VTS) of the VA Eastern Kansas Health Care System (VAEKHCS); the incumbent reports directly to the Mobility Manager.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/19/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: You must have one year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Specialized Experience: Scheduling Clerical Transportation Administrative Functions Specialized experience MUST be in the resume to be creditable. You will be rated on the following Competencies for this position: Computer Skills Control of Funds Customer Service (Clerical/Technical) Medical Information Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The duties and responsibilities of the position require some mobility between various clinic areas in separate building location sites, but generally the job is sedentary with some standing, stooping, reaching, and lifting to 20 pounds. The employee is required to work with computer equipment at least 75% of the time which impacts on hand and wrist motions. MAJOR DUTIES AND RESPONSIBILITIES Team Lead (30%} The Lead Transportation Assistant is responsible to the supervisor for ensuring that the work assignments of the team are carried out by performing a range of duties such as distributing and balancing the workload among employees in accordance with established workflow or job specialization. Keeps in touch with the status and progress of work and makes day-to-day adjustments in accordance with established priorities. Obtains assistance from the supervisor on problems that may arise, such as backlogs which cannot be disposed of promptly. Estimates and reports on expected time of completion of work and maintains records of work accomplishments and time expended - preparing production reports as requested. Instructs employees in specific tasks and job techniques and makes available written instructions, reference materials, and supplies. Gives on the job training to new employees in accordance with established procedures and practices. Maintains a current knowledge of and answers questions related to procedures, policies, directives, etc. Obtains needed information or decisions from supervisor on problems that come up, checking on work in progress or spot- checking work not requiring review (e. g., filing or direct services). Reviews completed work to see that supervisor's instructions on work sequence, procedures, methods, and deadlines have been met. Amends or rejects work not meeting established standards - referring to supervisor questions or matters not covered by standards and problems in meeting performance standards. Resolves simple, informal complaints of employees and refers others to supervisor. Reports to supervisor on performance, progress, and training needs of employees, and on behavior problems. Provides information to supervisor as requested concerning promotions, reassignment, recognition of outstanding performance, and personnel needs. Scheduling, Data Collection, & Tracking Support (25%} Performs work involving consult management, appointment scheduling, and admissions scheduling. Daily responsibilities include collecting, compiling, and tracking data and statistical information in support of Veteran Transportation Service (VTS). Performs a basic analysis of the data and generates a variety of reports. Incumbent will evaluate documents, e.g., sampling plans, permit applications and other data collection forms. Aggregates in-coming data from a variety of sources. Reviews documents, reports and/or applications for omissions and inconsistencies and ensures data entry is complete and accurate. Enters pertinent information into an automated tracking system. Coordination, Program Planning, and Advisory Services {25%) Plans for, organizes, administers, and directs how the work will be accomplished for the VTS program. Plans and directs programs that provide support services functions and require the application of specialized knowledge and skills. Planning responsibilities require consideration of support services e.g., systems management, operations, workload forecasting, review, and reporting of data/statistical results of program/project studies, vehicle maintenance and repair, etc. Review workload types in Veteran Transportation Service e.g., outpatient clinic visits, surgical admissions. Responds to "action required" notifications, ensuring the primary providers are correct. Provides technical and management guidance necessary to achieve the optimum use of service resources. Plans and provides support services in the following types of program areas: electronic records management; driver scheduling setup & management; space utilization services. Provides advisory services to the Supervisor regarding the requirements and implications of the office services provided. Provides advice to operating managers and supervisors on how provided services assist in accomplishing their missions and programs. Performance Measures Support {20%) Coordinates service practices that decrease waits and delays for patients in all specialty areas. Plans consult processing flow to ensure veterans receive consultation services in a timely manner. Utilizes the Veterans Health Information System & Technological Architecture (VISTA), Computerized Patient Record Systems (CPRS) or SharePoint Consult/Request Tracking System in processing internal consultations. Administers quality monitors to be utilized in the internal consultation process to measure the success of efforts to provide seamless care and to support the education of staff in the proper use of the electronic record, to include internal consultation processes. Performs other related duties as assigned.
