You will serve as an Administrative/Technical Specialist in the Corporate Business Office, Corporate Planning Division of NAVAL SURFACE WARFARE CENTER. The Secretary of Defense has ordered a department-wide hiring freeze subject to certain limited exceptions. This position is subject to the DoD hiring freeze. Offers of employment related to this vacancy announcement will not be executed until the position has an approved exemption.
This position is part of the Warfare Centers Personnel Demonstration Project. The NT-04 pay band encompasses positions equivalent to GS-11 and GS-12. The NT-05 pay band encompasses positions equivalent to GS-13 and GS-14. For the NT-05 pay band: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 (GS-11/12 equivalent) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: providing expertise and technical guidance in capital investments; providing project management, task coordination, and budget monitoring; applying Enterprise Resource Planning (ERP) procurement processes and approving procurement requests; applying knowledge of automated administrative systems, Microsoft Office software including spreadsheets, and management system software to provide reports and analysis to stakeholders; representing the organization and effectively interfacing with partnered communities; and communicating effectively to gain the confidence and cooperation of all levels of professional, technical, and administrative personnel. For the NT-04 pay band: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-03 (GS-09/10 equivalent) pay band in the Federal service or equivalent experience in the private or public sector. You will serve as a Capital Investment Program (CIP) Program Analyst and Strategic Advisor, playing a critical role in the overall planning, analysis, and strategic alignment of NSWC Port Hueneme Division's multi-faceted Capital Investment Program.
You will analyze complex Capital Investment Program proposals, ensuring alignment with organizational goals, strategic plans, and applicable regulations.
You will serve as principal advisor to leadership providing analysis, oversight, and strategic recommendations for all initiatives from initial planning and conceptualization to design, construction, commissioning, and close-out.
You will perform strategic evaluations of proposed future projects by working with the Investment Strategic Working Group.
You will coordinate Minor Construction (MINCON) pre-award and post-award contract efforts with the Facilities Department to ensure strategic alignment with command needs and mission requirements.
You will evaluate project completion status and work with Project Managers (PMs) to monitor execution plans and brief command leadership on project statuses, concerns, and mitigations.
