To qualify for a Program Analyst, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Advising leadership by forecasting and analyzing HR information requirements, preparing reports, and delivering briefings. Coordinating the development and implementation of HR policies, procedures, and programs aligned with strategic goals. Managing Continuity of Operations (COOP), identifying requirements, conducting assessments, and ensuring compliance. Acting as audit liaison and program coordinator by monitoring compliance, managing travel card accounts, and preparing executive summaries. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Analyzes HR information needs, develops reporting and briefing systems, and manages multiple tasks to meet program, management, and regulatory requirements.
Supports HR policy and program development aligned with strategic goals; ensures implementation and identifies needed revisions.
Manages HR control plan, defines assessment methods with supporting data, and coordinates mid-year reviews to ensure policy compliance.
Serves as Continuity of Operations (COOP) liaison, attending meetings, identifying requirements, compiling information, and advising leadership on operational issues.
Oversee HR travel card program, coordinate between cardholders, bank, and management; ensures compliance, educates users, monitors reports, and addresses delinquencies.
Serves as audit liaison for HR office, leveraging technical expertise to coordinate with subject matter experts, ensure accurate information, maintain regulatory compliance, and provide executive summaries to management.
