This vacancy is for a GS-1801-13, Marine Inspector Training Officer located in the Department of Homeland Security, U.S. Coast Guard, SECTOR LOS ANGELES/LONG BEACH INSPECTIONS DIVISION in SAN PEDRO, California.
To qualify at the GS-13 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-12 grade level in the federal sector. Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include performing the following types of tasks on a regular and recurring basis. Conducting marine inspection training and qualification boards Developing unit personnel on marine safety topics, resulting in their certification Conducting marine inspections on a variety of vessels (e.g., passenger, tankship, tank barge, containerships including foreign vessels, and towing) Determining commercial vessel compliance with laws, regulations, conventions, and applicable standards by verifying proper documentation and evaluating the condition of the vessel's hull, machinery, lifesaving, firefighting, and navigation equipment Identifying hazardous conditions and violations and prescribing corrective measures NOTE: All experience statements (i.e., duties, specialized experience, or related applicable assessment) copied from this announcement and pasted into your resume will not be considered as a demonstration of your qualifications for this position. You will receive credit for all qualifying experience, including volunteer experience.
You will serve as a Marine Inspector Training Officer and be responsible for providing technical expertise and training leadership in the compliance duties of marine safety, vessel inspection, pollution prevention, vessel manning laws, regulations, treaties, and international conventions. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Serving as the Prevention Department's resident source for continuity of training, qualifications, and record management for all marine inspectors attached to the unit. Performing sufficient marine inspections and port state control examinations to maintain currency and expertise as a subject matter expert (SME). Establishing training plans for the timely achievement of qualification requirements, including online and resident training courses. Conducting technical review of vessel's plans, safety management systems and operating systems to determine compliance with regulations and applicable standards. Instructing and conducting all inspections required on vessel navigation, intra-vessel communication, alarm, lifesaving, firefighting, and pollution prevention systems.
