Job Description:
This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific eligibility requirements per VHA policy and submit your EDRP application within four months of appointment. Program Approval, award amount (up to $200,000) & eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after review of the EDRP application. Former EDRP participants ineligible to apply.
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language: Must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d). Education. Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. Graduates of foreign pharmacy degree programs meet the educational requirement if the 2 graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT). Licensure. Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. NOTE: Individuals who have or have had multiple licenses and had any such license revoked for professional misconduct, professional incompetence or substandard care, or who surrendered such license after receiving written notice of potential termination of such license by the State for professional misconduct, professional incompetence, or substandard care, are not eligible for appointment to the position unless such revoked or surrendered license is fully restored (38 U.S.C. ยง 7402(f)). Effective November 30, 1999, this is a requirement for employment. This requirement does not apply to licensed pharmacists on VA rolls as of that date, provided they maintain continuous appointment and are not disqualified for employment by any subsequent revocations or voluntary surrenders of State license, registration or certification. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: GS-13 Pharmacy Supervisor In addition to the GS-12 requirements, must have 1 year of experience equivalent to the next lower grade level. Pharmacists assigned to this position must demonstrate the following KSAs: Ability to effectively supervise subordinate staff. Ability to communicate orally and in writing to persuade and influence clinical and management decisions. Expert understanding of regulatory and quality standards pertaining to pharmacy. Preferred Experience: Knowledge and proficiency in pharmacy practice and pharmacy administration. The full performance level of this vacancy is GS-13. Physical Requirements: Physical aspects associated with work required of this assignment are typical for the occupation, see Duties section for essential job duties of the position. May require standing, lifting, carrying, sitting, stooping, bending, puling, and pushing. May be required to wear personal protective equipment and undergo annual TB screening or testing as conditions of employment. Work Environment: Work is performed in an office/clinic setting with minimal risks that requires normal safety precautions; the area is adequately lighted, heated, and ventilated. However, the work environment requires someone with the ability to handle several tasks at once in sometimes stressful situations.
Duties of the Outpatient Pharmacy Supervisor include, but are not limited to: Evaluates workload from previous shift, notes any workload bottlenecks, resource problems and patient care issues that need immediate attention and takes necessary action. Make staffing adjustments prior to the shift based on emergency leave or sick leave requests and calls in additional staff when needed to ensure adequate outpatient pharmacy coverage for all shifts Monitors workload during the incumbents assigned shift to reassign staff when necessary to meet patient needs or changes in existing staff when staff must leave before completing a shift or if workload spikes in a given area and staff need to be reassigned to maintain efficient and effective pharmacy workflow. Assigns pharmacists to clinical or administrative projects as workload permits. Collaborates with the procurement pharmacy technicians to meet unanticipated immediate patient needs for medication not available. Reviews monthly outpatient pharmacy area checklists so expired medication are pulled in a timely manner. Coordinates staff so drugs are properly placed on the shelves or sent to their proper destination. Contacts the vendor or submits a work order when pharmacy equipment is no longer functioning properly and provides basic technical support. Monitors that equipment supplies are adequately ordered and stocked and takes appropriate corrective action when needed. Monitors that pharmacy staff and vendor technical staff are providing the proper preventive maintenance for the pharmacy equipment. Ensures hazardous medications are transported, stored, handled and appropriately labeled according to USP 800 regulations. Maintains accountability for resources under his/her direction, including personnel, budget, space, and equipment relating to the Outpatient Pharmacy. Effectively anticipates problems, develops solutions and formulates plans to meet workload demands, patient needs, and patient expectations. Assists Pharmacy Service leadership in the development of pertinent clinical programs that optimize the skills of the professional and technical staff. Keeps clinic staff members informed of formulary changes, product availability, therapeutic recommendations, etc. Identifies problems that impact patient care programs in the outpatient setting and effectively utilizes problem-solving techniques to resolve these problems within the pharmaceutical care model. Assures that pharmacy employees are trained on all mandated topics as identified in the medical center. This would include fire and safety, sexual harassment, ethics, OSHA-mandated topics, as well as MSDS sheets, aseptic technique, computer security, and user equipment training. Develops employee performance standards and conducts midterm appraisal and yearly assessments based upon the communicated standards. Manages information security within areas of responsibility to assure that computer system security and confidentiality of sensitive information is maintained, and that employee access to sensitive information is limited only to that which the employee requires to perform their duties. Observes all established safety practices and complies with medical center and VA policies on Safety, Employee Health, Worker's Compensation related to on-the-job injuries, and Personal Protective Clothing/Equipment.
