Job Description:

This position is located in the Architect of the Capitol, Office of the Chief Security Officer (OCSO), Asst. Director, Security Infrastructure Project Division. The Construction Representative (Security Projects) oversees and manages the work of construction management teams and performs a variety of construction management tasks in support of the Security Infrastructure program. Projects involve structures of historical significance and require specialized construction methods to accomplish.

Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, an applicant's one full year (52 weeks) of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance. To qualify at the GS-13 level, your resume must clearly demonstrate that you have one full year (52 weeks) of specialized experience comparable in difficulty and responsibility to at least the GS-12 level in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis: Experience in repairs, replacement, restoration and protection of historical stone. Overseeing and monitoring new construction, renovations, infrastructure improvements and building upgrade contracts. Serving as Contracting Officer's Technical Representative (COTR) or equivalent on assigned construction and consultant contracts. Working with project managers, jurisdictions, consultants and in-house resources to determine risks and making recommendations through changes in scope of work, construction documents and proactive oversight utilizing risk mitigation planning and/or removal of these risks. Recommending improvements in design and efficiencies, reducing changes to the contract and enhancing operations.
Construction Project Management Serves as the OCSO construction representative, providing project management duties in conjunction with coordinating project teams and makes decisions affecting areas of responsibility that are precedent setting and controversial. Serves as technical expert, providing information in assigned areas of responsibility in support of the projects. Reviews and evaluates project status for attainment of objectives with a focus on security projects. Provides guidance and assistance to the Assistant Director, Security Infrastructure Project in development of requirements for security infrastructure construction projects. Ensures that organizational strategic plan, mission, vision and values are communicated and incorporated into strategies, goals, objectives, work plans and services. Serves as Contracting Officer's Representative (COR) on assigned construction and consulting contracts as delegated in writing by the CO. Serves as technical expert and key source of information in assigned areas of responsibility. Performs timely inspections to ensure compliance with job specifications, quality, timeliness and budget authorizations. Ensures that projects are effectively inspected, monitored, controlled and evaluated within timeliness, cost and performance conditions. Assists in the implementation of scope changes to the contract once approved in writing by the Contracting Officer on the Government’s behalf when appropriate. Reviews completed work, evaluates quality and recommends acceptance or rejection of completed work to the Contracting Officer prior to any payment. Interfaces with representatives of the U.S. Supreme Court, Library of Congress, U.S. Capitol Police, Senate Sergeant at Arms, House Sergeant at Arms and AOC offices and jurisdictions and Executive Branch agencies on security infrastructure related projects and programs. Coordinates construction management teams composed of in-house and external consultants and construction administration and construction management support contractors. Construction Project Planning Serves as construction representative in integrating the planning, development, programming, scheduling, oversight and overall management of resources for projects. Evaluates and recommends approval for changes and cost variations from design through construction to ensure completion is on time and within the budget. Schedules meetings to identify action items, milestones, reasonableness of construction performance period and phasing requirements to be included in a contract. Assists and coordinates with the project manager to prepare scopes of work by providing constructability reviews, input into specifications and drawings, phasing requirements, quality control and risk management factors. Attends pre-bid meetings to assist project team in clarifying construction features and inform contractors of requirements concerning construction schedule sensitivities and expectations, security and constraints that may be considered unique to the proposed work to be performed at a Jurisdiction. Works with project managers, jurisdiction representatives, consultants and in-house resources to determine risks and makes recommendations to mitigate risks through review of construction documents, changes in scope of work and proactive oversight utilizing risk mitigation planning processes. Technical Construction Advice and Guidance Provides advice to jurisdiction representatives, in-house staff, engineers, architects and consultants on the practicability of design, materials to be used and means and methods to accomplish work based on historical knowledge and construction experience. Contractor Oversight Monitors and inspects contractor performance to ensure that the entire scope of the contract is performed and all quality requirements specified are in strict compliance. Monitors contract compliance against contractor's submitted Quality Control management plan. Develops effective quality assurance and surveillance plans to proactively identify and correct any deficiencies in work and materials. Takes appropriate actions to correct non-compliant and deficient work by initiating issuance of notices to comply and letters of concern, escalates noncompliance issues to the CO when contractor is nonresponsive. Construction Control Requirements and Specifications Analyzes and defines requirements using technical knowledge of engineering concepts, methods and procedures to coordinate with other projects and activities to integrate standards and precedents. The incumbent is responsible for utilizing a thorough knowledge of and compliance with applicable AOC and Occupational Safety and Health Administration (OSHA) safety rules and regulations to ensure that work progresses in a safe manner and to initiate or take corrective action on unsafe conditions in managed areas. Performs other related duties as assigned.
