Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, U.S. Border Patrol Headquarters, Program Management Operations Directorate, Infrastructure in Washington, D.C. Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Managing acquisition program segments that control cost, schedule, and performance while also reviewing progress, forecasting issues, and executing corrective actions to deliver within approved baselines; Leading cross-functional Integrated Product Teams (e.g., systems engineering, logistics, business management, contracting) to integrate requirements, coordinate resources and support, and ensure program products are complete, accurate, and on schedule; Interpreting and applying acquisition laws, regulations, policies, and congressional authorization/appropriation processes to refine program guidance, milestones, and documentation for planning through execution; Performing program budget and financial management (e.g., developing spend plans, tracking obligations/expenditures, reporting execution status); Monitoring contractor performance, identifying and mitigating program risks/issues, and coordinating across agencies to align expectations and responsibilities. In this position, you will lead the planning and execution of assigned programs and manage cost, schedule, performance, budget/financials, and contractor oversight. You will lead Integrated Product Teams to coordinate across systems engineering, logistics, business management, and contracting. This position provides critical capabilities on time and within budget, directly enabling CBP and DHS to meet operational mission requirements nationwide. This position starts at a salary of $120,579.00 (GS-13, Step 1) to $156,755.00 (GS-13, Step 10). GS Salary: Visit this link to view the locality pay tables by geographic area. As a Program Manager (Acquisition), you will be responsible for serving as the primary point of contact for assigned acquisition programs and driving corrective actions to keep score, schedule, and cost on target. Typical duties will include: Planning and executing assigned acquisition programs, managing cost, schedule, and performance, and overseeing budgets and financials. Managing the overall control, coordination, and execution of programs, collaborating with systems engineering, logistics, business management, and contracting to determine resources, integrate work, meet schedules, and endorse/challenge program products. Keeping leadership informed of progress, issues, resolutions, and cost impacts, controlling and managing milestones and budgets from planning through execution, and conducting field visits across program phases.
