This vacancy is for a GS-2210-14, Information Technology Specialist (APPSW) located in the Department of Homeland Security, U.S. Coast Guard, NAVCEN MARITIME SAFETY INFORMATION DISTRIBUTION DIVISION in ALEXANDRIA, Virginia.

Basic Requirement: Individual Occupational Requirements (IOR) for the Information Technology Specialist (APPSW), GS-2210-14 position: Your resume must have IT-related experience in the federal service or private sector demonstrating the following four competencies, as defined below. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND Specialized Experience: In addition to meeting the basic IOR, you must also have at least one (1) full year of specialized experience equivalent to at least the GS-13 level in the federal service or private sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Specialized experience must include the following: 1) Serve as a senior technical strategist and project manager for complex web-based applications; 2) Ensure projects align with organizational objectives and comply with cybersecurity standards; 3) Design, code, and implement both front-end and back-end software solutions, including the development of geospatial information systems and adherence to Section 508 and cybersecurity policies; 4) Provide technical consultation and oversight to junior developers and facilitate cross-functional collaboration on emerging technologies in support of mission critical requirements and best practices; and 5) Integrate and enforce robust cybersecurity measures throughout the software development lifecycle, including risk mitigation and quality control. You will serve as a Information Technology Specialist (APPSW) in a Senior Subject Matter Expert (SME) role responsible for front-end and back-end development, system architecture, and database management, with a strong focus on security, performance optimization, and compliance with federal standards. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Responsible for designing, developing, and maintaining software and web-based applications supporting the Navigation Center's (NAVCEN) critical missions. Develop strategies and frameworks for modernizing NAVCEN's web applications and geospatial data systems, the adoption of advanced technologies and methodologies to improve operational efficiency and user experience. Advise NAVCEN leadership on matters related to the development, maintenance, and deployment of web-based applications and services. Provide training, technical documentation, and user guides for web applications to ensure end-users understanding of features and functionalities of delivered systems.
