Job Description:

Incumbent reports to the Deputy Chief, Facility Support Service (FSS) and is located at the El Paso VA Health Care System. The paramount requirement for the position is for the incumbent to supervise a group of employees who provides support to the El Paso VA Health Care System and all related facilities.

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards. SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements/Working Conditions: Heavy lifting/carrying (45lbs and over), long periods of walking/standing/crawling/kneeing/repeated bending/climbing, use of hands/fingers, legs, eyes, and hearing are required. Operation of crane/tractor/motor vehicle, ability for rapid mental and muscular coordination simultaneously, distinguish basic colors and shades, depth perception, near vision and DVA 20/40 correctable vision may be required. Outside/inside work, excessive heat/cold/humidity/noise, working with dust, asbestos, fumes/smoke/gases, solvents, grease/oils, electrical energy, around machinery/vehicles and moving parts, working on ladders/scaffolding, may work with independently, and irregular hours.
Major Duties: Planning: Incumbent plans and directs the Maintenance and Operations Section of FSS's shop programs by serving as technical and administrative supervisor over the section exercising full supervisory responsibility over work operations involving the maintenance, repair, modification, renovation, and new construction of various building components. Work operations require performance of multiple skills such as maintaining stock level, performing preventative maintenance, and performing routine and non routine maintenance and ensure all functions of the sections are carried out. Work Direction: Assigns tasks to be performed, explains work requirements, methods, and procedures, provides advice and instructs subordinates when necessary. Reviews work while in progress and/or upon completion to assure effective productivity and quality. Adjusts plans, assignments, and methods as necessary to accomplish work as effectively and economically as feasible. Administration: Develops performance standards, issues initial, mid point and final performance appraisals, counsels employees on performance and responds to formal/informal complaints. Maintains reports such as emergency generator testing, preventative maintenance books, utility monitors, etc. Maintains subsidiary records and certifies correctness of subordinates time and attendance records. Coordinates preventative maintenance for operations and update information as necessary. Incumbent shall perform duties as the Contracting Officers Representative and all associated responsibilities. Quality Control: Performs quality control evaluation of M&O activities and operations. Utilizes various plans, schedules, guides and knowledge of service, procedure and materials in the inspection of on-going performance and completed work. Contracting Officer's Representative (COR): Develops and administers contracts as the COR in direct support of M&O activities and operations. Work Schedule: 7:00am-3:30pm, Monday-Friday; M&O is a 24/7 operation, and may require evening, weekend or holiday work.
