Job Description:
As a Human Resources Specialist (Accountability), you will serve as an authoritative source, and principal advisor and consultant to service providers on agency-wide program accountability, oversight, and evaluation activities. Location of position: Dallas / Fort Worth, TX, Denver / Lakewood, CO, Kansas City, MO, Raleigh, NC, Tacoma, WA, Washington, DC. We are currently filling one vacancy, but additional vacancies may be filled as needed.

The GS-14 salary range starts at $126,563 per year. Locality pay will be determined upon selection. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected. To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. Specialized experience is experience managing, supervising, leading or serving as a program expert in human capital management programs and policies and/or human resources services. This experience must include at least two or more of the following areas: ● Accountability policy development and planning; ● Compliance audits, reporting, and follow-up; ● Human Resources Management special studies and reviews; ● HR program evaluation; ● Program improvement initiatives; and ● Program metrics, reporting, and analysis SELECTIVE PLACEMENT FACTOR (SPF): In addition to the qualification requirements listed above, you must also meet the following SPF, which has been identified as: Experience leading and conducting comprehensive HR compliance audits.
Conducts and/or participates in the evaluation of the effectiveness of HR programs, policies, and practices; through a combination of compliance reviews and analysis of reports and on-site visits. Researches and/or analyzes problems, issues, or program requirements. Performs assessment and compliance activities in an effort to improve efficiency and effectiveness of operations within the GSA. Conducts in-depth technical analyses to produce effective studies that could affect changes in human resources programs and initiatives. Provides expert analysis and advice on agency-wide programs and identifies approaches necessary to achieve program objectives. Maintains close working relationships with technical specialists within the HR functional areas and coordinates technical advice/assistance when an issue or question crosses service lines. Develops and participates in the revision of evaluation standards, program guides, work measurement devices, performance standards etc. Reviews impact of changes and new issuances of policies, regulations and procedures implemented by HR Service providers and advises on their efficacy, etc. As a member of ad hoc teams, participates in the planning and development of policy/guidance concerning significant issues in the HR management evaluation area.
