Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, U.S. Border Patrol Headquarters, Program Management Operations Directorate, Infrastructure in Washington D.C. Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Leading complex workforce management programs or initiatives, including developing policies and action plans; Developing and implementing workforce management policies, reviewing criteria, and tools to improve efficiency, effectiveness, and compliance of human capital or mission support programs; Analyzing workforce management performance goals and measures, preparing written reports and briefings for senior leadership, and recommending changes to improve program outcomes; Overseeing or coordinating high-level programs while tracking positions, managing performance plans, and supporting rotations or appointments; Setting priorities, assigning work, evaluating performance, addressing conduct or performance issues, and supporting employee development. In this position, you will serve as a Branch Chief within the Workforce Management Division, leading complex workforce management programs and providing full supervisory oversight of staff delivering mission support services. The role develops policies, manages key workforce initiatives, and coordinates with senior leaders across CBP to improve workforce management effectiveness. As a Program Manager, you will be responsible for leading complex USBP workforce management programs and policies, overseeing the SES program, and supervising a branch of mission support staff. Typical duties will include: Overseeing program management office investment planning and execution management, to include investment analysis, project planning, change management, and program and project controls. Developing and managing execution processes and policies. Directing a team of employees who perform tasks such as project management. Determining goals and objectives that need additional emphasis, developing measures that evaluate performance, and making recommendations for program/project improvement.
