About the Position: Incumbent will be responsible for providing investigative, analytical and evaluative work relative to management of military and civilian manpower resources of a major military Medical Treatment Facility. Flexible work schedules are available.

Specialized Experience: One year of specialized experience which includes: independently performing analysis of manpower processes and reporting methods/procedures; managing manpower/organization studies and surveys; developing and researching manpower policies, procedures and directives; identifying, developing and implementing methods for improvements; tracking manpower change requests; utilizing Microsoft office such as: Excel, PowerPoint and/or Access to create spreadsheets for manpower data collection; and creating and presenting finding/status reports to staff or senior leadership. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
Advise and conduct comprehensive organizational analysis and based manpower management studies to validate continuing manpower requirements.
Develop appropriate manpower change packages to facilitate identified changes.
Develop statistical and narrative data to justify work unit reorganization or position restructuring as a more productive or efficient use of personnel resources.
Develop/create a variety of spreadsheets using manpower data, using Microsoft Office, Excel, Access and PowerPoint.
Collect and analyze pertinent organizational workload data and information to quantify and justify resource requirements; develop statistical and narrative data to justify any changes and recommendations.
Establish and maintain an audit trail and supporting documents for all changes in manpower requirements and authorizations.
Perform independent analysis and skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity.
Create, build, and execute standard recurring and specialized reports to provide information in response to management inquiries.
