The Smithsonian Institution is the world’s largest museum, education, and research complex, with 21 museums and the National Zoo. This position is located in one of the SI facilities serviced by the Office of Facilities Management (FM). The Office of Facilities Management is responsible for all Smithsonian facilities, many of which are designated as historic and all of which are visited by millions of people each year.
GS-11 Experience: You qualify for this position if you have one year of specialized experience equivalent to at least the GS-9 level in the Federal Service or comparable pay band system. For this position specialized experience is defined as experience understanding the concepts, principles, practices, laws and regulations of the Federal budget process to include budget execution, appropriation laws, budget formulation, and budget justification; and understanding of the Office of Management & Budget guidelines/regulations governing the acquisition and use of Federal funds. Or Education: Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related. GS-12 Experience: You qualify for this position if you have one year of specialized experience equivalent to at least the GS-11 level in the Federal Service or comparable pay band system. For this position specialized experience is defined as experience applying knowledge of the concepts, principles, practices, laws, and regulations of the Federal budget process to include budget formulation, justification, execution, and appropriation law, interpreting; implementing Office of Management & Budget guidelines/regulations governing the acquisition and use of Federal funds; conducting analyses of budgetary data to develop recommendations; and preparing and presenting detailed budget justifications and reports to senior leadership and oversight bodies. The Budget Analyst is responsible for performing a variety of budgetary analytical and technical duties which promote, support and contribute to SF's vision, values, mission, goals and priorities. In this position, you will: Provide advice and guidance to SF managers, Associate Directors and departmental budget analyst on the formulation and presentation of budgets. Perform a variety of analyses and financial reconciliations in support of SF budget execution. Perform a wide range of analytical and administrative duties compiling S&F data, payroll projections and object spending data. Develops tabular and narrative justification. Participate in the execution of the SF operating budgets and spending plans for assigned program areas. Assembles and analyze data on past financial trends and develops funding alternatives for proposed program changes. Prepare routine reports in accordance with SF, OPMB or the Office of the Comptroller (OC) requirements.
