This RESOURCE MANAGER is located in ARNG Construction and Facilities Management Office (CFMO), Resource Management Branch and is part of the CA JFHQ Facilities. This Vacancy is being advertised concurrently with Technician Vacancy CA-12840301-AR-26-014. Only one of the announced positions will be filled.
RESOURCE MANAGER, GS-0501-12: Must have at least one year of specialized experience, equivalent to at least the GS-11 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated. Specialized experience may have been demonstrated by performing duties such as: Developing and overseeing real property operations and maintenance cost reimbursement programs and ensuring that services provided to entities are recovered and accounted for; acts as the central point of contact for funds accounting; providing expert guidance in the development and preparation of budget submissions, execution and closeouts; and providing technical advice, reviews final drafts prior to execution, and manages financial execution of negotiated agreements. THIS IS A T5 EXCEPTED SERVICE, PERMANENT POSITION The primary purpose of the RESOURCE MANAGER, GS-0501-12, is to accomplish management and financial administration of programs under the control of the CFMO. Supervises the work of the function. Assigns work to subordinate employees based on organization priorities and consideration of difficulty and requirements of assignments such that the experience, training, and abilities of staff are effectively utilized to meet organization and customer needs. Balances workload and provides advice, guidance, and direction on a wide range of policy, investigative, inspection/ exercise, strategic planning, and administrative issues. Structures assignments to create effective and economical positions. Provides expert guidance in the development and preparation of budget submissions, execution and closeout. Evaluates and validates budget proposals. Reviews, edits and consolidates annual and multi-year budgets and proposals for programs into consolidated budget submissions, grants proposals and other funding requests, ensuring that data in requests are formally and accurately documented. Ensures regulatory and procedural compliance with the Master Cooperative Agreement (MCA), and other Federal, state, and local regulations. Develops internal controls and monitors programs to ensure state priorities and mission objectives are achieved. Maintains liaison with Federal, state and local budget activities and conducts multi-level coordination with, but not limited to, USPFO, NGB, state, Federal, local, and private officials. Identifies need for changes in priorities and takes action to implement such changes. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules. Assigns work to subordinate employees based on organization priorities and consideration of difficulty and requirements of assignments such that the experience, training, and abilities of staff are effectively utilized to meet organization and customer needs. The position resides within the infrastructure and support functions of the state National Guard; the incumbent is not subject to mobilization, nor is the work described part of the military mission; and the incumbent does not perform a key advisory or essential administrative role that is inherently military. In addition, the position must meet one of the following: It does not have a comparable military function; the position is required in full-time (civilian) role when the organization, or similar military position, is mobilized to perform continuing post-mobilization functions; or the position requires a skill or competency that necessitates technical expertise or professional qualifications that cannot be readily found in the military structure of the state military force. May make additional selections within 90 days of eligible(s) issuance.
