To qualify for an Industrial Specialist your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Performs product and industry research and assessment and develops evaluation plan proposals/recommendations to meet survey objectives and develops specifications to define product requirements. Identifies the nature and operations of an industry/industries and the materials, facilities, and methods used to produce diverse weapon systems and other general use commodity items that are important to the organization or its customers. Analyzes and evaluates industrial facilities, equipment, operations, processes, manpower utilization, management systems, and other relevant aspects to determine supplier capability to meet production and acquisition demands of agency and its military service customers. Interprets and applies contract clauses and government acquisition regulations, and plans and administers industrial quality control and inspections of systems and programs. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Develops and carries out plans for the expansion, conversion, integration and/or utilization of industrial production facilities to meet strategic or mobilization requirements or to strengthen the effectiveness of the industrial base.
Conducts surveys of industrial plants to evaluate capacity and potential for production of specific commodities.
Evaluates existing industrial surveys and market analysis to determine industry capability to meet DLA (requisition) and surge requirements.
Performs product and industry research and assessment, develops evaluation plan proposals/recommendations to meet survey objectives.
Analyzes a particular type of industry or various industries with respect to industry operational history, demand, products, and capability.
