This position is a Temporary Promotion Not to Exceed Five Years which is located in the Office of Managing Director (OMD), Financial Operations, Budget Center (BC) within Federal Communications Commission (FCC) in Washington, DC. Temporary promotion may be made permanent without further competition. Relocation expenses will not be paid. THIS VACANCY ANNOUNCEMENT MAY BE USED TO FILL ADDITIONAL POSITIONS WITHIN 90 DAYS.

Specialized Experience: Applicants must have a minimum of one year of specialized experience equivalent to at least the GS-13 in the Federal service. For this position, specialized experience includes the following: 1.Providing technical and administrative support and guidance to senior level management and program managers on ALL phases of federal budget formulation process including execution developing budget estimates, justifications and financial management. 2.Experience providing authoritative leadership to direct major budget operations such as planning, formulation, execution, control, and review of appropriated accounts within an organization. 3.Experience developing, recommending, evaluating and/or implementing budgetary policies or budgetary functions and duties associated with all phases of the budget process. PART-TIME OR UNPAID EXPERIENCE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The incumbent serves under the Chief Budget Officer providing day to day management of the budgetary operations of the Commission. The incumbent drafts budgetary policy for the FCC. This includes issuing budgetary guidelines and instructions on the submission of budget items, preparing detailed analysis for budgetary purposes of projects and functions, ensuring a system of rules, checks and balances are in place to assure budgetary control, drafting testimony on budgetary matters as well as presenting budgetary justifications to OMB and Congress. The incumbent is responsible for analysis to determine the significance and impact on FCC's budget resulting from revised legislation, policies, and procedures and customer requirements. The incumbent evaluates the adequacy of budgetary operations, adherence to established policy and the need for changes in overall direction. Under the direction of the Chief Budget Officer, performs program and policy analyses related to FCC budget formulation and execution, policy matters, financial management, and other issues as assigned. Under the direction of Chief Budget Officer, the incumbent is responsible for managing and directing professional operations that involve major aspects of all budget operations in the Commission.
