Job Description:
This position is the Children and Youth Program Specialist, for Commander, Navy Installations Command (CNIC), and Family Readiness Programs. The purpose of the Children and Youth Program Specialist is to assist the Program Manager to initiate, plan, coordinate, and administer Child and Youth Programs (CYP) throughout the Navy.

A qualified candidate possesses the following: Three years or more of specialized experience working with children and/or youth in DoD Child and Youth Programs plus appropriate education. OR A combination of education and experience and three years or more specialized experience working with children and/or youth in DOD Child and Youth Programs. AND Knowledge of management information systems and databases to access and analyze information to ensure Quality Assurance. Knowledge of the principles of child development and youth development in designing and managing an exceptionally complex program that includes, but is not limited to safety, security, disease prevention, employee training, developmentally appropriate activities, parent involvement, and facility management. Knowledge of DoD, DoN, local and state regulations, instructions and procedures pertaining to military child care. Knowledge of Federal and State Laws governing the detection and prevention of child abuse and/or neglect. Skill to coordinate and interact with numerous activities, and various echelons both within and outside the Navy. Ability to communicate effectively in English, both orally and in writing, and possess strong interpersonal communication skill. Ability to maintain records and reports. Ability to analyze program and statistical information to recommend solutions or appropriate action to improve efficiency and effectiveness.
Duties include but not limited to: Conducts internal reviews/assist visits/inspections/spot checks of Navy CYP programs for children, youth and teens, including but not limited to full and part day childcare, before and after school care, resource and referral, summer day camps, teen activities and programs, sports programs, social events for youth of all ages, special events, citizenship, and volunteer activities, youth development and leadership opportunities. Analyzes and evaluate data and forms conclusions and recommendations for corrective actions. This includes but is not limited to the audit readiness and accuracy of information in CYP Authoritative system(s). Serves as a subject matter expert on matters affecting children, youth and teens. Provides technical assistance, policy interpretation and consultation service on programming to include facility operation, staffing and operational requirements. Conducts internal reviews/assist visits/inspections/spot checks to analyze and evaluate data and form conclusions and recommendations for corrective actions. This includes but is not limited to the audit readiness and accuracy of information in CYP Authoritative system(s). Develops briefings and briefs senior staff and base level personnel on activities and program requirements. Prepares supporting documentation for presentations and proposals. Prepares correspondence, briefs, action documents, routing sheets, point papers and slide presentations for use by management officials. Identifies discrepancies, discusses alternatives with staff and recommends/provides corrective actions to the Commander. Performs audit reviews of staff records including pay, qualifications, training, and background check information. May access sensitive or confidential information in the course of duties to ensure compliance with instructions, policy, and regulations. Assists in establishing policies, procedures and operational guidance for management of CYP in accordance with public law, public policy, and the directives of the Department of Defense and United States Navy. Examines and analyzes applicable directives and operational guidance for both military and civilian sectors to determine applicability to Navy CYP operations and administration. Serves as Mandated Reporter to Family Advocacy and Child Protective Services as prescribed by local policy in the case of incidences of child abuse and neglect.
